Treasury & Investment Management DirectorPurpose of JobThe job holder is responsible for managing the Treasury and Investment Management function to monitor expenditures as per set budget, avoid overruns and deficits, and enhance investment returns.Job ResponsibilitiesStrategy and Planning• Contribute to the development of Finance & Investment Management business plan ensuring alignment with ZATCA strategy• Develop the operational plan for Treasury and Investment Management in line with Finance & Investment Management business plan and Finance and Administration strategic plan• Implement plans and provide input to enable achievement of Treasury and Investment Management goals that support ZATCA's overall strategic plansBudget Management• Discuss Treasury and Investment Management budgeting requirements with top management and provide input to the budgeting process• Ensure effective utilization of Treasury and Investment Management budget, and report accurately on progress made and challenges encountered• Investigate and propose implementing initiatives that result in positive financial impact for Treasury and Investment Management and mitigate financial and operational risksCash Management• Manage cash operations including cash administration, accounts management and bank relationships• Manage forecasting of cash flow and ensure timely payments of due expenses to employees and suppliers• Approve the release of allocated cash as per approved budget and ensure periodical reconciliation with bank account balances• Manage bank guarantees portfolio, report on maturities, and control expired bank guarantees• Manage auditing of all cash transactions in a systematic manner including bank account balances, cash payments and budgets and detect discrepancies• Ensure reconciliation of all cash management data for alignment purposes• Submit cash flow reports highlighting variances and unusual activities to be investigated and enforce corrective actionsInvestment Management• Review and provide input on the assessment and identification of investment opportunities and risks• Develop/update strategies to enhance investment returns or mitigate risks on the financial investment portfolio• Manage the decision-making process and negotiations of investments• Manage the development of a detailed investment plan to ensure systematic implementation of investments• Develop partnerships based on understanding the organization requirement/strategic directions of investment and maintain relationships with partners• Manage implementation of investment plan and partnerships' activities including negotiations, contracts management, land renting activities, etc.• Manage real estate investment activities including following-up on payment compliance, monitoring occupancy rate, implementing procurement process, reporting on performance, monitoring contracts and services compliance, and handling investment relations• Monitor the performance of current investments and approve exit strategies and improvement/corrective plans if/when needed and manage its implementation• Review periodical investment performance reports and assess gaps and opportunities to take corrective and improvement measures and resolve issuesPeople Management• Participate in the identification and recruitment of key talent• Guide, mentor and support direct reports in order to execute duties according to set policies and processesJob DetailsCommunication and ContactsEducation• Bachelor's degree in Finance or equivalent is required• Master's degree in Finance or equivalent is preferredExperienceAn optimal of 8 years of relevant experience, with a preferred 3 years of experience at the managerial levelCompetenciesProfessionalism - ProficientCommunication - ProficientDevelop and Empower Employees - ProficientRisk Assessment and Management - AdvancedNegotiation and Influence - AdvancedStakeholder Management - AdvancedLeading by Example - ProficientProject Management - AdvancedStrategic Thinking - DevelopingOperational Excellence - DevelopingInvestment Management - AdvancedResults Oriented - ProficientCustomer Focus - ProficientChange Enabler - Proficient
