Monitoring and Evaluation Specialist ManagerJET Education Services (JET) has a vacancy for an experienced Monitoring and Evaluation Specialist Manager to join its Monitoring and Evaluation (M&E) division and take the lead in conceptualising and delivering high-quality M&E work.
Location: Johannesburg, Parktown
This is an exciting time to join JET and play a role in shaping our new organisational strategy. A permanent employment contract will be offered subject to the successful completion of a three-month probation period.
The Specialist Manager: M&E manages monitoring and evaluation projects which may include internal M&E support for JET projects/programmers and external evaluations and other consultancy work (evaluations, developing theory of change and M&E frameworks, provision of other M&E support services to clients). The specialist manager has oversight of and supports the Johannesburg-based M&E team on a day-to-day basis and deputises for the Executive Manager when required.
The main tasks include: Team and organisational developmentBusiness development including concept note and proposal developmentManagement and implementation of M&E projects from conceptualisation/design to reportingLine management/mentoring of staffThe position reports to the Executive Manager: M&E.Reportees may include: M&E specialist coordinator, M&E officer and M&E InternJOB SPECIFICATIONS: Education: Post Graduate Qualification in a relevant discipline (Masters preferred, qualification in M&E preferred, other relevant disciplines include research psychology, development studies, economics, statistics, education)Experience: Minimum of 5-8 years in a similar environment, with at least 3 years management experience.Required skills: Conceptualisation of M&E assignments, theory of Change/M&E framework development, data collection instrument design, qualitative and quantitative data collection and analysis, report writing, data visualisation, presentation, and facilitation.Attributes: Ethical, attention to detail, diligent, honesty and integrity, professional.Other Requirements: A valid driver's license, ability to drive a manual motor vehicle and willingness to travel.WORKING CONDITIONS: JET has a 3 month probation period which requires 100% in-office time. Hybrid options can be considered based on performance and context after this period. Required to travel within Gauteng and South Africa with the possibility of occasional international travel. Required to work extended working hours including over weekends from time to time.
TASKS OR KEY PERFORMANCE ARE: Organisation Development: Contribute and input into the JET organisational strategy, annual business plan and organisational policies as required.Contribute and input into the development of the board reports.Attend strategic and management meetings as required.Promote and practice team leadership, good governance and a positive working environment.Day-to-day support and first point of contact for the Johannesburg-based M&E team.Business Development: Positive marketing of the organisation to existing and new clients (networking and maintaining influence up to the national level).Meet with existing and potential clients to discuss new business opportunities.Develop concept notes and proposals (reactive and proactive work) and submit within set timeframes.With the executive manager, ensure that the team has sufficient billable project work to meet the organizational targeted recoveries for the year.Implementation and management: Conceptualizes M&E approaches/strategies and methodologies to answer evaluation questions and meet client's needs and objectives.Oversees/Conducts documents and literature reviews.Develops instruments to collect qualitative and quantitative data, undertakes and manages data collection, manages data capture and cleaning processes, analyses and oversees the analysis of qualitative and quantitative data.Manages the organisation's relationships with external agencies and consultants including drafting contracts with specified terms of reference and managing them.Develops project plans and manages implementation and project teams to ensure timeous delivery.Identifies possible risks and mitigating strategies to deal with identified risk/s pertaining to the implementation of M&E projects and manages risks proactively.Prepares M&E reports and related documents (infographics, executive summaries, summary and detailed reports) for consumption by a range of audiences.Presents findings to internal/external clients and other audiences.Maintains a comprehensive and up-to-date knowledge of developments in policy and practice in relation to monitoring, evaluation and education in general.Line Management of Staff: Work with the Executive Manager to ensure that each staff member within the division has a reasonable workload (neither too heavy nor too light) in line with organisational targets.Monitor staff performance and undertake performance appraisals in line with organisational policy and procedures.Put remedial steps and development plans (performance management plans) in place for staff where appropriate and monitor progress in relation to them.Mentor and support the development of reportees and other divisional and project staff.Ensure compliance with JET financial policies and procedures.Dissemination of knowledge: Conceptualise, document and disseminate knowledge products - including presentations, papers, monographs, articles and bulletins - based on research and M&E work undertaken whilst at JET, internally and externally, including at seminars and conferences.Salary: R 700 000.00 - R 931 000.00 CTC per annum.
This is a full-time contract.
