The purpose of this executive position is to lead and manage the Licensing Department in accordance with the objectives of the Board.
The key performance areas of this position will, inter alia, include: Managing the activities of the department with respect to accurate and timeous investigations of applications for new and renewed gambling licences. Ensuring that informative reports are submitted to the CEO and Board upon which decisions to approve or deny an application for a licence can be made. Managing the administration and performance of the department with respect to the upkeep of the licensing data and ensuring the correct fees are charged and costs recovered from applicants. Proactively contributing to and implementing the strategic plan as it relates to the department, providing direction and guidance around the department's strategic initiatives. Ensuring personnel of the department are trained and developed for improvement in competency and knowledge of developments in the gambling industry. Reviewing and applying legislation and gambling-related practices that impact gambling activities. Proactively researching legislation/regulations and/or policies to determine their relevancy in a changing environment towards the improvement of licensing procedures to achieve relevant and effective gambling regulation. Appropriate financial/budget management of the operations of the department (Reviewing and authorising the department's operational expenses). Ensuring correct research outcomes for compliance with general and specific licence regulations, including financial integrity so that reporting for applications and renewals to the CEO and Board is correctly facilitated towards sound authorising decisions. IR Appointment to this key position requires an appropriate postgraduate qualification backed by extensive experience operating at a managerial level, as well as in the regulatory environment. Preference will be given to candidates with postgraduate qualifications focussing on business acumen, finance, accounting, economics or commercial law. An in-depth knowledge of legislation regulating the gambling and gambling regulatory industry would be a distinct advantage. Extensive auditing/accounting/investigative management experience. Experience in drafting and/or reviewing legal documentation. Extensive experience in analysing and interpreting financial statements, assessing business plans, and performing viability studies thereon is essential.
In addition, this senior role calls for strong strategic leadership and business acumen, coupled with excellent communication skills and a high level of emotional intelligence and control. People management, team building, and strong motivational skills are essential, as are advanced computer skills and the ability to network with stakeholders.
