SummaryThe ideal applicant will serve as a Facilities Unit Leader (FACL) in the Logistics Management Directorate. The applicant will supervise activities of personnel in support of mission requirements. Will provide contract oversight to disaster field office contracts and perform as a Contracting Officer Representative (COR) and collaborate with vendors.DutiesWhat will I do in this position if hired?In this Facilities Manager position, you will ensure the facility is adequate to support staffing levels and mission requirements. Typical assignments include:Managing initial setup of disaster field offices.Considering operational and installation cost versus improved service.Basic understanding of commercial construction and HVAC systems.Applying a comprehensive range of principles, concepts and practices concerning facility administration and the technical aspect of various problems.Determining appropriate facility maintenance procedures based on the structural soundness of buildings or building materials; balancing cost factors between preventive maintenance and major maintenance.Determining space allocation based on input from FEMA departments, staff numbers and work requirements.Designing the floor plan in conjunction with the appropriate site manager.RequirementsConditions of Employment:To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo, successfully pass, and maintain a background investigation for Public Trust/Moderate-Risk as a condition of placement into this position.You must be a U.S. citizen to be considered for this position.You must successfully pass a background investigation.Travel will be required.You must be able to obtain and maintain a Government credit card.Selective service registration is required for males born after 12/31/59.QualificationsTo qualify for this Facilities Manager position at the IT-02 level, you must possess one full year of specialized experience equivalent to at least the IT-01 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:Providing supervision/management to support operation requirements.Overseeing commercial offices varying in size, scope and complexity and/or coordinating their leases.Ability to write statement of work, Memorandum of Understanding and/or License Use Agreements for all facility sites.EducationThis position permits applicants to qualify based on education (or a combination of education and experience).
