Requirements You must possess U.S. Citizenship or be a U.S. National.This is a supervisory position subject to the supervisory probationary period unless the selected incumbent has already completed it.Employee must be able to obtain and maintain a Top-Secret security clearance based on a Special Background Investigation (SBI) with eligibility for Sensitive Compartmented Information (SCI).Selective Service registration is required.Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with TSA Directive 1100.73-5 Employee Responsibilities and Code of Conduct.This is a testing Designated position. Employee required to pass drug screening prior to appointment and periodically as required during employment.This position has been designated for a "Mission-Critical Emergency Employee" for Continuity of Government Operations (COOPS); meaning that this incumbent may/can be required to report for CONUS related duty during an emergency at an off-site location.May occasionally be required to work other than normal duty hours.Requires Temporary Duty (TDY) or business travel up to 20% of the time.Incumbent must possess and maintain a valid driver's license.Occasionally frequent travel may be required.If you fail to meet the conditions of employment or any other pre-employment requirements, such as missing any of the scheduled appointments, the hiring agency may rescind their tentative offer of employment.

Qualifications To qualify for the SV-K Pay Band (equivalent to the GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience includes:
Directs a program segment that performs technical, administrative, protective, regulatory, investigative, and/or professional work. The program segment and work directed typically have coverage which encompasses multiple major metropolitan areas including Surface Operations regional clusters of states. Activities, functions, or services accomplished directly and significantly impact a wide range of surface transportation operational activities, the work of other agencies or government organizations, private industry and the general public.Establishes program and project goals, policies, and procedures. Conducts short-range and long-range planning activities; sets program and projects priorities; develops budgetary justifications; and makes staff adjustments based on assignment details, employee capabilities, and priorities. Exercises final authority for the full range of personnel actions and operational design proposals recommended by subordinate supervisors.Directs, manages, motivates, and engages the Surface Operations workforce of personnel involved in implementing and guiding federally mandated security requirements, structured oversight security programs and handling at the regional level strategic operational planning, and for fulfilling responsibilities along with tactical, and operational planning and program execution.Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Employees who transfer to TSA from an agency that allows employees to maintain an annual leave balance higher than the maximum accumulation for the appointed position will have their leave ceiling set to the maximum accumulation for the appointed position (e.g., United States duty location - 240 hours, foreign duty location - 360 hours, or TSES position - 720 hours). TSA will not make a monetary payment for any leave forfeited under these circumstances.
