Key Accountabilities / Principal ResponsibilitiesDevelopment ManagementEstablish the need and desirability of undertaking a property development projectDevelop initial business case, budget, programme, vision, feasibility programme and project master planAssist with securing the land rights, zoning, infrastructure services and necessary statutory requirementsIdentify funding sources and requirements and facilitate the obtaining of approved project financeDetermine, monitor and manage project cashflow requirementsResearch and develop marketing, income and operations strategiesFormalise and develop project brief, viability parameters, end user requirementsAppointment of other consultants and implementation of surveys, studies, tests and investigationsEstablish, monitor and manage reporting protocols, formats and timingDevelop and incorporate end user and facilities management requirements into the overall time, cost and quality decisionsMonitor and manage the achievement of the financial feasibility of the projectIncorporate client requirements into tenders and contractsEnsure that contracts and SLAs are signed and managed correctly and efficientlyManagement of agreements and facilitation of payments or fees and duly certified payment certificates.Review and approve variations and project changesFulfil and complete the project close out and handover process to an agreed timelineReceive and approve all final project documentation, manuals and guaranteesEnsure settlement of final accounts Project ManagementEstablish the client requirements and preferencesDetermine user needs, project objectivesDefine constraints, assumptions, aspirations and strategiesSet project briefConduct and minute regular project and steering committee meetings Determine key project milestones and develop the master project programme around key deliverables Advise on and facilitate the appointment of consultantsSet up the requisite project systems, structures and controlsPrepare project concept, scope & scale and facilitate the development of the concept from inception through to completionInstitute a formal system of checks and balances and client approval processFacilitate statutory approvals process and ensure that the necessary permissions and approvals are in place timeouslySet and manage the development of detailed project budgets in accordance with the project viability parametersManage the procurement and tendering process and ensure that the clients procurement parameters are in placeSet up and facilitate the conclusion of SLAs and appropriate contractsContract managementManagement for payment processes and proceduresRobust change control managementOn-going risk identification, management and avoidance proceduresClosing out final accountsFacilitate the close out of the project and handover of O&M Manuals and completions certificates Quantity surveyingDefine client briefsDevelop and agree scope of appointmentsLook for opportunities to expand appointmentSuccession planningKey Skills and ExperienceGrade 12Tertiary qualificationProfessionally registered Quantity Surveyor (PrQS)Must be PrQS registered with minimum +10 years post registration experienceNew build large scale commercial / retailProject ManagementMRICS will be beneficialStrong professional services delivery backgroundPublic & private sector experienceNew build, commercial, residential, mixed use and/or retailPrincipal agent experience (beneficial)Experience in staff managementHighly proficient in Word, Excel and WinQSInternational experience & MRICS will be beneficialValid Driver's licenceOwn vehicleWilling to conduct out of town travel which may be required to attend to project responsibilities  People and Management SkillStrong management and leadership skillsAbility to foster an effective productive team environmentAbility to maintain goodwill with clientsAbility to work quickly and accurately on an independent basis, with attention to detail and able to display the initiative to quickly identify and resolve variances, failures and discrepanciesExcellent communication skills in written and oral
