The Senior Quantity Surveyor / Construction Estimator plays a crucial role in the Procurement and Commercial departments, overseeing cost estimation, tender preparation, and contract administration.
This position is responsible for ensuring that projects are delivered within budget, on time, and to the highest quality standards, while adhering to industry regulations.
The role combines strategic procurement, financial acumen, and value engineering to support effective project delivery.
Key Responsibilities: Cost and Tender Management Prepare, review, and submit tenders (RFQs and RFPs) on time, ensuring compliance with client requirements.
Develop detailed Bills of Quantities (BoQ) for projects and conduct cost analysis for tenders.
Perform value engineering to identify cost-saving opportunities without compromising quality.
Align tender pricing with project timelines and construction programs.
Procurement and Supplier Management Prepare tender documents, obtain competitive quotes, and manage supplier selection processes.
Build and maintain strong relationships with suppliers and contractors for timely delivery of materials and services.
Evaluate and negotiate contracts with subcontractors and service providers.
Contract Administration and Compliance Draft, review, and administer contracts in line with JBCC, NEC, and FIDIC standards.
Ensure contracts meet all legal, regulatory, and company requirements.
Manage and implement client-requested amendments to contracts or tenders.
Reporting and Documentation Maintain an electronic register for tenders, quotations, and project documentation.
Prepare and present financial reports, including budgets, forecasts, and cost tracking, for management.
Provide regular updates on tender statuses, project progress, and cost analysis.
Team Support Collaborate with internal teams to streamline processes and achieve project goals.
Contribute to the development and improvement of procurement and tendering practices.
Qualifications and Experience: Education: BSc Degree or Diploma in Quantity Surveying.
Experience: Minimum of five years' relevant experience in quantity surveying, cost management, and procurement in construction or engineering.
Software Proficiency: Must be proficient in Candy/CCS software.
Certifications: Professional certification is preferred.
Skills and Competencies Strong numerical and analytical skills with a high level of accuracy.
Advanced MS Excel and MS Project skills.
Knowledge of JBCC, NEC, and FIDIC standards and basic engineering principles.
Familiarity with ISO 9001 and ISO 18001 standards.
Excellent time management and ability to meet tight deadlines.
High level of integrity, honesty, and reliability.
Ability to interpret engineering drawings and understand construction methodologies.
