HUMAN SETTLEMENTS HOUSING DEVELOPMENT PROGRAMME MANAGER: DISTRICT OFFICE TCOE SALARY COMMENCING FROM R1,390,422 PER ANNUM REF NO: HSM 54/24 DISTRICT OFFICE Requirements: A relevant tertiary qualification in project management / engineering / postgraduate management Eight (8) years or more relevant experience (programme management) with extensive people management experience Computer literacy in MS Office specifically, MS Project competence Valid Code B drivers licence. Advantageous: Project management certification (PMI, IPMA, Prince), designation (PMSA) or registration (SACPCMP, ECSA or other CBE) Relevant qualifications at NQF level 7 and above SAP PPM competence. Key performance areas: Co-ordinate and prioritise approximately 20 housing projects / development in a region Plan and integrate housing development projects by ensuring that projects are implemented on time and that sufficient planning was done to integrate the project Responsible for the full implementation of all state-assisted housing projects in the region Manage the financial aspects of the projects including feasibility and budgeting Manage all compliance and quality aspect of the projects by ensuring that all projects meet all the necessary quality and legal compliances Manage all administrative aspects of projects including reports, contract administration, approvals by Council and Provincial Government and policy interpretation Supervise and coordinate required deliverable associated with utilisation, productivity and performance of reporting personnel Appoint and manage consultants and contractors for the design and construct of projects Initiate, conceptualise and direct the planning and implementation of a portfolio of projects related to the Breaking New Ground Programme and people's housing process Ensure alignment with national, provincial and City legislation and policy Disseminate functional and operational information on the immediate, medium and long-term objectives and current developments, problems and constraints Coordinate specific administrative and reporting requirements associated with key performance and result indicators of the branch Direct and control outcomes associated with the utilisation, productivity and performance of personnel within the district Manage the initiation of projects to ensure all CRU programmes and projects are aligned with operational requirements and demands and are implementable.
