The Strategic Fuel Fund Association (SFF), a subsidiary of the Central Energy Fund (CEF), manages crude oil storage facilities in the Western Cape, and environmental protection against oil pollution.
SFF currently seeks to employ a PROCUREMENT OFFICER at Parow, Cape Town.
PURPOSE
To render procurement support to the organization and execute Procurement functions to assist the organization in achieving its goals and objectives, as directed by the Procurement Manager.
Responsibilities
Compile bids, tenders, and RFP's.
Compile RFP/RFQ documents.
Advertise bids on relevant platforms.
Provide secretariat function to Bids Committees.
Monitor BBEE targets and explore opportunities to target BEE suppliers in the tender process.
Facilitate and coordinate briefing sessions.
Facilitate/chair the procurement committees.
Ensure Tender box is correctly placed and marked for specific open projects.
Open the tender box and ensure the register of bids is complied.
Ensure closure of tender and recording of all bids.
Compile bid documents and bid packs for Bid committees.
Ensure tender documents are evaluated for compliance with bid requirements.
Prepare the bid Committee reports with recommendations.
Compile a report of awarded tender.
Ensure letters of regret or award are issued to all bidders.
Facilitate the project/service inception Meeting with successful bidders.
Keep all records and ensure they are maintained.
Ensure contract register is updated regularly.
Ensure vendors are informed of any amendments or termination to contracts.
Monitor vendor performance according to contract/ SLA's.
Manage and maintain supplier database.
Ensure that all suppliers comply with SFF policy and requirements and other legislative prescripts e.g. National Treasury.
Research new vendors and products to obtain best-value purchasing.
Identify and record SMME's for payment cycle purposes.
Manage and facilitate communication between end users and suppliers.
Coordinate the asset disposal process.
Ensure that assets are written off before disposal.
Compile the RQF document for the disposal process.
Advertise, evaluate and award RFQ.
Follow up on payment before the release of asset.
Close disposal file and ensure records are kept.
Receive and capture requisitions.
Compile RFQ/RFP documents.
Ensure follow up on procurement plan submissions and give to Procurement Manager.
Verify budget availability for submitted budget plans.
Minimum Qualifications
Diploma/Degree in supply chain management or logistics.
Minimum 3 years' experience within the procurement and supply chain management field.
Knowledge of The Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA) and Treasury Regulations.
Technical Knowledge
Knowledge of The Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA) and Treasury Regulations.
Project Management Practices and Principles.
Knowledge of Construction Procurement an added advantage.
