Job Description Functional Job Description – Offshore Resource Planner
Reports to: Resources and Operations Support Manager
Supervised by: Planning Team Leader
1. Basic FunctionThe Offshore Resource Planner ensures capable field teams are assigned to projects and maintains an overview on forward planning of offshore personnel.
Supports the activities within the Resources & Operations department.
2. Primary Duties and Responsibilities2.1 Operational SupportResponsible for forward planning (up to 6 months) of field teams.Provisionally select field teams in cooperation with direct supervisor.Liaise with Project Managers regarding Crew Lists and Personnel Documentation.Liaise with other internal departments (Workshop, Client Deliverables, or Project Delivery) on any project resource requirements.Source personnel from other Fugro entities or third-party suppliers as required for projects.Maintain tracking and utilization of personnel.Ensure all personnel travel requirements and logistics are in date and in place for project travel including journey management plans.Liaise timeously and effectively with offshore personnel regarding crew changes, next trip, scheduling, and forward planning.Able to be objective: unbiased and impartial conduct with staff.Strong interpersonal skills, especially with respect to verbal communication.Undertake any other duties as required by the Resources & Operations Support Manager and/or Operations Coordinator.2.2 FinancialCreate and manage the required purchase orders for intercompany or contractor staff used, and any personal logistics needed on projects.Assist with providing input for department or project budgeting purposes within the area of authority.2.3 PersonnelAdvise supervisor on any personnel resource requirements.Check offshore personnel monthly work reports.Keep offshore personnel utilization sheets accurate and up to date.2.4 AdministrationMaintain the Tracking Register for all Personnel, Travel, and Compliance Documentation.Assist with the ongoing maintenance of general operations support administration.Create the required purchase orders for all planning requirements (e.g.
Training, Travel, Visas, Compliance Documentation).2.5 Specific Additional DutiesCollaborate regularly with peers at sister entities within the Europe/Africa region and globally to facilitate skills transfer or address staff shortages.Be available for temporary substitution of other positions in the company, locally or internationally, when applicable.Actively participate in adherence to and improvement of the company Management System on Quality and HSE related issues.Ensure Company business style is adhered to.3.
Principal Working RelationshipsResources and Operations Support Manager: Line ManagerOperations Coordinator: SupervisorTravel Coordinator/service desk: close communication to ensure supplier performance is maintained.Commercial: regular communication or input on personnel costs for projects.Project Managers: regular communication to ensure field teams suit the project requirements.Offshore personnel: ensure timely and appropriate communication on all planning related issues and ensure work reports are submitted timely.Finance department: for all personnel related invoicing.4.
Education and Experience RequirementsQualification in maritime crew planning, Project Administration, or equivalent experience.Good knowledge of the English language (verbal & written).Adaptable to ad hoc changes in personnel planning and changes in priorities.Unbiased and impartial conduct with staff.Strong interpersonal skills, especially with respect to English verbal communication.Conversant with Microsoft Office Suite software & Project.Have a valid driver's license.
