The incumbent will play a pivotal role in designing and implementing the Kuyakhanya M&E Plan and Logframe. This position is tasked with coordinating M&E activities across a primary pilot site and up to 30 remote sub-sites within the KwaZulu-Natal (KZN) region. S/he will oversee quality assurance, conduct spot checks, and manage data collection efforts with support from an M&E Officer to aid in project improvements and iterations.RESPONSIBILITIESSupport with Setting up the System: Collaborate with the Site Project Director to revise and finalize M&E tools, including performance indicators and their measurement, through pilot testing and iterative improvements. Develop and maintain a comprehensive project M&E Work Plan, ensuring it aligns with project activities and timelines. Establish and oversee a supervisory system for an M&E Officer, who will handle data collection and secure permissions from municipal and other stakeholders for M&E field activities, including baseline and endline assessments. Direct the M&E Officer in executing baseline and endline evaluations, which may involve surveys and focus group discussions, in collaboration with the PMU and associated partners. Spearhead the development and maintenance of an effective management information system, ensuring it is updated in line with project activities and deadlines. Organize and undertake training with the PMU collaborating partners on project systems, data management, ethics, child safeguarding, etc., as required. Implementation of M&E and Coordination: Supervise the M&E Officer to ensure consistent data collection in accordance with the M&E Work Plan, measuring progress against performance indicators. Develop and enforce a data quality check process, implementing it through appropriate mechanisms.  Maintain and administer the M&E database, ensuring accurate aggregation of findings. Develop project progress reports, including baseline and endline evaluations, as well as pilot reports for submission to the donor. Identify technical support needs for project partners and provide effective solutions. Provide advice to the PMU and implementing partners on improving project performance using M&E findings. Communication: Generate reports on M&E findings and prepare presentations based on M&E data as required, with support from the M&E Officer Lead the presentation of formal updates at key meetings, including the MEL and Research Working Group, General Project Meeting, PMU meetings, and others as required. Ensure that monitoring data is discussed in an appropriate forum and in a timely manner , addressing implicat ions for future action. Initiate discussion as needed to cover gaps. Any other task assigned by the line manager.Principle Challenges: Ability to follow through with multiple complex tasks with minimum supervision to derive the desired outcomes. Address and manage both anticipated and unforeseen field challenges. Oversee and manage a small field team remotely. Required QualificationA Qualification or Certification in M&E is a plus.Required ExperienceAt least five years of professional experience in an M&E role, with a track record of designing and managing M&E activities for development projects.Proven experience in both quantitative and qualitative data collection methods.Adept at data quality assurance and management systems.Experienced in data analysis, using statistical softwares.Required SkillsIn-depth knowledge of monitoring and evaluation frameworks, tools, and practices.Strong ability to collaborate effectively within a team and possess good interpersonal skills.Good organizational skills with a demonstrated ability to manage multiple tasks.Proven capability to work independently with minimum supervision.Willingness to travel and flexibility to work long and/or irregular hours where needed.Proficient in basic analytics and M&E techniques.Experience in team management and leadership. 16 Raffles Quay, #16-02, Hong Leong Building, Singapore 048581
