DIRECTORATE: TECHNICAL & PLANNING SERVICES JOB TITLE: MANAGER: WATER & WASTE WATER SERVICES
(THE POSITION WILL BE STATIONED IN CLANWILLIAM)
Duties:

Manage the waste water treatment works and sewer pump stations in the municipal area, in a sustainable, efficient and safe manner.
Coordinate the effective and efficient management, operation, control and monitoring of one or more water treatment works in compliance with relevant national laws, regulations, policies, by-laws as well as organizational policies, procedures, standards and best practice guidelines.
Coordinate risk-based water safety and security planning and operational activities for a water treatment plant or a cluster of water treatment plants.
Coordinate the effective management of all employees within the water treatment works or group cluster for the purpose of maintaining a competent workforce, reducing organizational grievances, unplanned strikes, and poor productivity.
Assist in the compilation of proposed operational and capital budgets to ensure that critical projects needed for the sustainability of the operations are NOT overlooked.
Manage the operational and capital expenditure budget.
Evaluate effectiveness and efficiency applied technologies and the utilization of assets needed to achieve operational objectives in a sustainable manner.
Coordinate the optimization of water treatment work or cluster based on the findings and recommendations of various professional technical reports.
Coordinate the entire water quality management process to ensure compliance with the provisions of the National Water Services Regulator, Quality standards and norms.
Coordinate the management and handling of all customer complaints (includes both internal and external customers) and also assist with customer handling during a water quality or supply crises.

Requirements:

A relevant National Diploma in Engineering with extensive experience, and/or BTech and compulsory registration as Pr Techni Eng or higher.
Code B drivers' licence.
Fluent in two of the three official languages of the Western Cape.
Computer literate in MS Word / Excel / Outlook.
Attention to detail and administration skills.
Good communication abilities.
Able to handle conflict and work under pressure.
Time management skills.
Strong technical writing and communication skills.
Strong analytical and interpretation skills relevant to laws, regulations, policies, best practices, etc.
Strong working knowledge on relevant water engineering principles in civil, mechanical, electrical, hydraulics, hydrogeology, etc.
Very strong knowledge in different applied technologies.
10 years or more relevant experience with registration.

Remuneration: T15 (R 538 856.52 – R 699 469.56) per annum plus normal municipal benefits.

DIRECTORATE: CORPORATE & COMMUNITY SERVICES JOB TITLE: MANAGER: HUMAN RESOURCES
(THIS POSITION WILL BE STATIONED IN CLANWILLIAM)
Duties:

To render human resource management and support services to the Municipality that will sustain the optimum utilization of the Municipality's human resources.
Perform activities/tasks to plan, lead, direct and manage the Human Resources function at the Municipality through the design, development of policies, procedures, systems and controls guiding human resource interventions, applications and outcomes.
Provide strategic advice on the mission initiatives with respect to human resources development aimed at supporting the accomplishment of the Municipality's key performance areas and service delivery objectives.
Develop and investigate short-term plans for the human resources functionally.
Plan the HR division's activities on a day-to-day basis.
Manage the HR division's budget.
Give input and make recommendations with regard to the Human Resources budget and draft the budget for discussion with Senior Management and manage expenditure against approved budget allocation in accordance with the MFMA (Municipal Financial Management Act).
Perform tasks/activities associated with the financial control of the Human Resources function.
Manage the procedural administrative requirements and reporting deadlines associated with the functionality to support main job functions in the Human Resources Division and ensure quality human resource administration service delivery.
Manage job functions in the Human Resources Division to ensure quality recruitment and selection, training and development, labor relations, organizational and work study, occupational health and safety, Employee Assistance Programs services delivery and compiling an Employment Equity Plan (EEP) for the Municipality.

A relevant 3-year tertiary qualification in Human Resources Management or related field.
