Description: Under general supervision of the Executive Director, Institutional Planning & Budget Administration, the Manager, Planning Analytics leads the development and administration of business intelligence solutions that support the planning and budgeting processes at the University of Toronto. The incumbent has expert knowledge of the University's budget, financial, and enrolment planning processes, is able to translate those business processes into technical requirements, and leads the development and implementation of solutions. The incumbent is also responsible for the generation of the University's official government enrolment count files and liaison with internal and external auditors on their reviews of this critical dataset.
This role serves as the primary liaison between the Planning & Budget Office and the CIO portfolio on integration of budget, enrolment, and other systems within the broader institutional IT strategy. The incumbent is Planning & Budget's expert on business intelligence and reporting solutions for budget and planning data and on enrolment count issues and regularly advises senior management.
The incumbent builds relationships with key stakeholders across the University's academic and shared service divisions, identifies business requirements, and evaluates, proposes and implements technical solutions to provide access to a wide variety of key university data. The incumbent also has overall responsibility for the security, accessibility, and functionality of the technology and data that underlie the technical systems.
This position is technically demanding, requiring an in-depth understanding of the University's enrolment, financial and human resources systems, issues facing the higher education sector, finance and accounting principles, use of information technology, project management principles, and University policies and procedures. The position requires excellent leadership, analytical, research, communication, presentation and writing skills. 
Qualifications:  EDUCATION:
Undergraduate Degree in Commerce or Computer Science and Project Management or Professional Accounting designation (PMP, CMA, CGA, CA); or an equivalent combination of education and experience.EXPERIENCE:
Minimum of 6 years' related experience in a complex higher education environment at progressively responsible levels.Knowledge of relevant and complex university policies, budgetary and financial procedures, enrolment management, financial aid and research issues.Experience collaborating and interacting with senior administrators and providing advice and expertise.Experience in managing large scale IT projects or change management initiatives.Experience in team building, training and managing staff.SKILLS:
Excellent writing, communication and presentation skillsAbility to simultaneously manage multiple complex projects In-depth understanding of relevant University policies and procedures, particularly regarding financial and enrolment mattersAbility to work in conflict and pressure situationsDetail-oriented, strong analytical and conceptual thinkingSolid understanding of systems development techniques, including an understanding of standard frameworks for building information systems. Highly familiar with business intelligence structures (relational or dimensional modeling)Familiarity with project management principlesKnowledge of AMS systems: FIS and HRISKnowledge of student system: ROSI Knowledge of dashboard development in Tableau.
