POSITION STATUS: Permanent
Purpose of the job To conduct investigations and enforcement activities on radio frequency users within the telecommunications and broadcasting sectors to ensure compliance with the ICASA Act, Electronic Communications Act (ECA) and its underlying statutes, and resolve and/or mitigate harmful radio interference complaints.
Key Outputs: The successful candidate will report to the Regional Manager: Northern Cape, and their responsibilities will include:
Resolution or mitigation of harmful radio frequency spectrum interference through the analysis of the type of radio apparatus to be used, the operational conditions of filtering systems operations, and the intermodulation products and affected radio frequency bands.Investigating compliance of radio apparatus of operators.Conducting inspections within the radio frequency spectrum to ascertain compliance with the Acts, underlying legislation and license terms and conditions.Conducting interference compliance audits across the Northern Cape Province through measuring output power, harmonics, bandwidth, spurious emissions, and analyzing intermodulation.Investigation of high-site radio frequency spectrum installations at locations across the Northern Cape Province through determining the actual physical locations and measuring site performance against SANS standards, measuring the Voltage Standing Wave Ratio (VSWR), forward and reverse power of the high site, cable loss measurements, sensitivity, and all other related RF properties.Compilation of an affidavit detailing findings of non-compliance, execution of the warrant and searching of the premises, and the seal/seizure of equipment in line with standard operating procedures.Referring all non-compliance matters to the Complaints and Compliance Committee (CCC) for consideration where an inspector determines that a licensee has not complied with the terms and conditions of its license, license exemption, the provisions of this Act or the underlying statutes or failed to provide broadcasting or electronic communications.Qualifications and Experience: Minimum three-year National Diploma in Electrical, Electronic or Information Engineering (NQF Level 6)BSc, BTech or Bachelor's Engineering degree in Electrical/Electronic or Information Engineering (NQF Level 7) will be an added advantageMinimum two years' experience in a radio frequency environmentRadio frequency interference investigation experience (added advantage)Demonstrate knowledge of Radio Frequency (RF) fundamentals, RF propagation models and parametersProficient in MS OfficeExperience in the use of Electronic Test Equipment and electronic measurementsKnowledge and/or understanding of project management processes and executionNon-endorsed driver's license.Key Competencies and Attributes: Results drivenAttention to detailAble to work and make decisions under pressureInterpersonal SkillsExcellent Communicator (written and verbal/presentation skills)AssertiveTechnical expertiseJudgementPlanningTeamwork.Closing Date: 16 December 2024
