1.10 Administration and Safety compliance enforcement skills.
1.11 Knowledge Of National Training Legislations, Occupational Health and Safety Act, Skills Development Act.
1.12 Knowledge of NOSA Audit Protocols, SANS code compliance requirements applicable to building safety

2. TRAINING & EXPERIENCE REQUIREMENTS:
2.1 Grade 12- Math, Science & English
2.2 HSE NQF Level 4 qualification
2.3 Relevant Artisan qualification
2.4 Minimum of 3 years post HSE qualification and post trade test, relevant industry experience
2.5 Conversant with the application of basic principles of management
2.6 Conversant with outcomes-based education, training and development principles (ETDP Qualification)
2.7 Conversant with performing formative and summative Safety assessments (Assessor Qualification)
2.8 First Aid certification
2.9 Health fitness certification

3. KEY PERFORMANCE INDICATORS
3.1 Liaise with Head-Training and Development and formulate effective training initiatives designed to meet Clients Training and external Client's operational needs to ensure effective training interventions which conforms to accreditation requirements.
3.2 Actively participate in Clients Training's safety initiatives and programs to ensure effective integration thereof in learning interventions.
3.3 Cultivate a motivational atmosphere of learning and development to facilitate the effective roll out of institutional and in service training programs.
3.4 Facilitate succession planning and individual development plans in co-operation with the Head-Training and Development and HR department
3.5 Liaise with The Head-Training and Development and provide regular feedback regarding training interventions

4. DESCRIPTION OF CORE WORK RESPONSIBILITIES:
Responsibility Description
Produce and provide effective training services designed to meet the organisation's needs and ensure training efficiency
• Identify training needs and approach through interaction with learners' ad through market information
• Design and develop best in class training programmes and interventions
• Identify opportunities and changes and provide input to Line Management based on interactions with learners and other stakeholders
• Deliver training and conduct assessments in accordance with approved curricula, schedules and objectives.
• Develop, review and update training and assessment material to address operational requirements, legal compliance and technological advancements.
• Evaluate/ measure/ monitor the effectiveness of training interventions on a regular basis and provide feedback to Line Manager
• Liaise with Line Manager and administration to initiate the regular updating of training records.
• Participate in regularly scheduled management and training meetings and provide input and feedback on all relevant training and assessment interventions.
• Co-ordinate outsourced training courses, monitor progress and review applicability of courses.
• Facilitate Clients Training In House Induction and relevant HSE training.
• Maintain up to date learner, employees and contractors records and POEs in line with set procedures.
• Display excellent facilitation skills on delivery
• Coaching and mentoring learners and subordinates for best performance
• Evaluation of learning outcomes and proposing relevant changes
Facilitate succession planning and individual development plans in co-operation with management and Learners
• Co-operate and provide input in the development of training programs for succession planning and individual development plans
• Arrange and conduct assessments when required
• Conduct interactive and formal feedback sessions with all relevant stake holders in an organized manner
• Advice management on the utilization of assessment results and provide recommendations regarding corrective actions and/or remedial training
• Update individual development plans and POE's according to assessment results and career path requirements Manage Training and Development related initiatives
• Provide input to Line Manager for the identification of clear definition, scope and implementation strategy for specific training initiatives
• Provide technical input to define clear end result objectives and acceptable training outcome requirements
• Evaluate learning material against Clients Training core business activities, unit standard outcome requirements, apprenticeship schedules and approved training curriculum requirements and provide technical input to ensure relevancy on a continuous basis
• Actively participate in initiatives to ensure proper utilization of company resources and to ensure cost electiveness of training initiatives
• Ensure completion of training programs within the allocated time parameters and schedules as dictated by approved training plans.
Provide a Training and Development supporting service to line management
• Provide input to Line Manager in dealing with all training and development issues
• Engage in regular formal communication with Line Manager to assess needs and to ensure that needs/ problem areas are being addressed.
• Ensure continuous support to training and assessment initiatives according to appropriate and applicable standards, specifications, policies, procedures and legislation.
Moderation
• Assess or Moderate for relevant training as required
• Ensure that moderations are carried out within the agreed timeframes
• Carry out quality moderation and uphold high standards in execution
• Create relevant documentation and follow set procedures to ensure that an audit trail is kept and all reports are properly filed
• Comply with the requirements of the governing authority for all moderations
• Manage wastage rates during training
• Instill cost management discipline in learners and practice the same in own right compliance
• Ensure STAs are completed for all work performed
• Ensure HSE processes and procedures are complied with and are embedded in training sessions
• Comply with accreditation and other set procedures and processes and requirements
• Observe all the HSE protocols
• Maintain a safe and clean workshop at all times People Management
• Lead and manage assigned team
• Constantly engage and motivate team
• Co-ordinate the development of Individual Performance and Development Plans for subordinates.
• Co-ordinate performance appraisals for employees for performance management and individual development purposes
• Manage employee leave days in liaise with HR so that leave balance per year does not exceed the stipulated organisation limit
• Plan for subordinate skills development for implementation by HR Administrative Duties
• Compile and distribute appropriate progress reports, month end reports and minutes.
• Maintain all Learner records training records.
• Maintain up to date log books as required
• Manage centralized training statistics.
• Ensure compliance to QMS policy and procedure requirements.
• Other administration duties as assigned.
• Maintain an inventory register Business development
• Provide Technical support to the Sales team through customer interactions for more business when required
• Provide relevant market information for business growth
• Provide a high level of customer service as that will lead to more business through referrals Planning
• Plan lessons ahead and share plans with line Manager
• Initiate the timeous ordering of material and consumables for all training and assessment interventions.
• Timeously schedule training and assessment and moderation activities in accordance to operational and customer requirements
Maintenance of facilities
• Supervise the implementation and adherence to good housekeeping practices in accordance to Clients corporate and national HSE legislative requirements.
• Manage the maintenance of buildings and infra-structure by means of best work External relation
• Develop training courses based on unit standard outcomes & industry requirements.
• Regular interaction with national training legislative bodies with regard to the compiling / revision of qualifications and unit standards.
• Developing online programmes in line with the organisation's strategy Manage HSE
• Coordinate and attend weekly SHE meetings, train employees on SHE
• Investigate all accidents and incidents immediately after occurrence and provide the ICAM report to line manager within a week of the incident.
• Maintain Client's HSE systems
• Conduct regular internal SHE audits and inspections and compile monthly reports on the state of health and safety of the training center.
• Coordinate regular fire emergency drills
• Revise and implement procedures
• Facilitate hazard identifications and risk assessments on all activities and coordinate for contractors
• Design and revise FDT induction presentations
• Facilitate legal appointment structures and execution
• Ensure adequate communication on safety standards is implemented and is effective
• Facilitate SHE adjudications of contractors
• Facilitate accredited HSE training programs
• Ensure accurate record keeping of all HSE documentation
• Attend and develop toolbox talks on a daily basis.
• Attend management site walks weekly
• Site walk deviation role out to all instructors and ensure all items are closed out.
• Arrange regular statutory HSE committee meetings.
• Daily compliance and communication with security contractor
• Monthly meetings with security company
• Meetings with management on safety related issues and concerns.
• Training new learners on the Clients training centre induction.
• Roll out of HSE communications to employees
• Review of Clients Training zero tolerance documentation on a weekly basis and feedback to management.
• Ensure all listed deviations are captured on the register and closed out.
• Maintain Clients sustainability program.
