MINIMUM REQUIREMENTS Qualifications Bachelors degree (NQF Level 7) in Supply Chain Management or related Chartered Institute of Procurement and Supply (CIPS) membership added advantage Knowledge and Experience 7 years experience in Supply Chain Management with experience gained as an Enterprise Supplier Development Specialist/Officer. 3 years experience in Junior Management/Supervisory role Good understanding of the SCM Policy In-depth knowledge of supply chain end-to-end processes and best practice SCM system knowledge Good understanding of Public Procurement Legislation e.g. PPPFA, National Treasury Regulations, B-BBBEE Contract management National Treasurys framework contracts Competencies High levels of competence on the skills below is a requirement: Specialist knowledge of National Treasury Regulations Specialist knowledge of CIDB procurement and prescripts Strategy implementation Industry benchmarking Market Analysis Advanced MS Excel and presentation Advanced report writing and presentation KEY PERFORMANCE AREAS Guide, monitor and lead all Preferential Procurement, Enterprise and Supplier development and Socio-economic initiatives across the organization Developed and implemented a BBBEE and Preferential Procurement Strategy and shared with all stakeholders Lead initiatives aimed at maximizing the BBBEE scorecard points, with particular focus on Enterprise and Supplier Development and Socio-Economic Development Ensure SAMSA Transformation Agenda is archived Ensure Compliance to all relevant prescripts governing the SCM fraternity Responsible for ensuring that SAMSA has meaningful specific goals Each Procurement Event is assessed for specific goals and evaluated accordingly (To avoid irregular expenditure / audit findings) Attend Bid Specification Committees & Bid Evaluation Committees to provide guidance on ESD and Compliance matters Conduct Market Analysis for each Bid to ensure an accurate procurement strategy is used Develop an internal supplier database Ensure rotation of service providers for RFQs and Bids Monitor and evaluate supplier utilisation and performance. Keep a record of non-complying suppliers captured on the system. Assist with specification review to assist suitable shortlisting of supplier selection from the database Responsible for Tender and RFQ Bids Closing and Opening process Observe the tender proceedings, to ensure proper processes are being followed and records are maintained Produce Monthly and Quarterly reports to National Treasury and various governance structures Keep proper records to ensure Audit readiness and Attend to Audit matters Conduct Suppliers Forums to ensure SAMSA has a huge market outreach Conduct Supplier Relationship Management Provide ESD specialist advise to Management Lead the B-BBEE verification audit and preparation to ensure that SAMSAs B-BBEE certificate is renew on time Advise Management on initiative to employ in improving B-BBEE level of SAMSA Maintain ESD and Spend Analysis register In coordination with the SCM:SM, works with the appropriate staff to ensure a clean and timely year-end audit. Work with / be part of the Asset Disposal Committee. Prepares and presents, or assists in presenting, information to EXCO, Centre Heads, Staff and administrative personnel concerning issues and requests related to the SCM: Senior Managers delegate.
