Coupled with a minimum of 5 years appropriate experience in Human Resource Development/Capacity Building environment with at least 3 years at a supervisory level. A Skills Development Facilitator and Education Training and Development Practitioner Certificates will be an added advantage. Competencies: Strategic Thinking; Stakeholder management; Conflict Management; Communication; Project Management; MS Office; Report Writing; Budget Management; Leadership capability; Interpersonal skills; Supervisory Skills; Planning and Organizing; Risk Management; Problem Solving; and a valid driver's license.Duties:Provide guidance and advice regarding the implementation of the scarce and critical skills strategy through municipal engagements.Ensure the coordination and facilitation of meetings with municipalities regarding the scarce and critical skills strategy.Manage the relationship between Local Government (LG) SETA and the Municipalities.Represent both COGTA and municipalities at LG SETA engagements.Manage the relationship between key stakeholders and Municipalities.Represent Gauteng CoGTA at DCOG (national cogta) meetings and report on capacity building initiatives in the province.Manage the updating of monthly reports timeously.Ensure the provision of quarterly reports timeously.Quality assure and ensure the provision of quarterly reports timeously.Develop Business case and ensure the conducting of research on the identified training interventions.Develop Terms of References (TOR's); Compile submissions; Oversee and manage the Supply chain management process; Manage the legal service processes; Manage the appointed service provider.Apply and manage project management principles including: Development of Project Charter, Project initiation documents, risk register, project implementation plan; Mitigate any risks regarding the identified training interventions.Communicate to all municipalities/speaker's office regarding the implementation of the training.Develop and ensure implementation of strategies to register delegates for training.Manage and oversee the implementation of the training.Manage the budget against the deliverables set out in the project implementation plan.Monitor and ensure the compilation of the Workplace Skills Plan and Annual Report by all 11 Municipalities as well as the skills audit process.Develop Skills Audit Template and process flow.Provide guidance and support on implementation of Skills Audit process.Ensure the functioning of Workplace Skills Committees in Municipalities.Direct and facilitate capacity building programs through coordination, collaboration, leveraging, and consolidation of various sector initiatives and strategic established stakeholders.Share knowledge and best practice regarding capacity building.Manage and facilitate various engagements including stakeholder engagements, joint HR forums.Ensure the development of materials for selected soft skills training.Manage and coordinate trainings at various municipalities.Facilitate the identified trainings.Manage and provide support at identified municipalities in respect to Pillar 5: Building Institutional Capabilities.Manage the audit finding and queries of the Sub Directorate.Facilitate the review and planning sessions and the submission of the strategic, operational plans, reports of the programme.Notes:It is our intention to promote representivity (race, gender, and disability) in the Public Service through the filling of these posts.
