Deputy City Manager (Community & Emergency Services) Details Closing Date: 2025/01/10 Reference Number: ETH241211-2 Job Number: 40000000 Job Type: Permanent Job Grade: T25(I) Vacancy Group: COMMUNITY AND EMERGENCY SERVICES Reporting To: City Manager Location: Durban, KwaZulu-Natal, South Africa Special Conditions: Shortlisted candidates will undergo Competency Assessments to determine competency levels.
Job Purpose: To provide strategic leadership and direction for the Cluster in the following respective functional areas: Health Services, Parks, Recreation and Culture, Agro-Ecology, Moses Mabhida Stadium, Security Management Services, Fire and Emergency Services, Safer Cities, Disaster Management, and Metro Police, and other related community services.
Key Responsibility Areas: Develop and implement strategic plans through the formulation of short, medium, and long-term service delivery plans.
Provide visible, supportive, and effective leadership for the Cluster and drive performance to ensure achievement of the Cluster's business plan.
Implement systems, policies, procedures, and practices to manage and guide the delivery of strategic plans of the Cluster.
Guide and understand the management of risk for the municipality within the area of responsibility and analyze internal audit reports when considering risk.
Ensure an analytical and methodical structuring of projects and project planning for adequate control over projects.
Establish and maintain effective and relevant external stakeholder relations and ensure stakeholder consultation.
Support the implementation of financial and performance reporting in order to obtain the optimum level of assurance from the Auditor-General.
Minimum Requirements: Bachelor's Degree in the Social Sciences or Health Sciences, Public Administration, Law, or Law Enforcement field (NQF Level 7) or any relevant qualification.
Registration with the relevant professional body.
A certificate of minimum municipal competencies from an accredited institution or obtainable within 18 months from date of appointment.
Valid motor vehicle driving license.
8 years experience at a management level, of which at least 5 years must be at middle management level.
