StockbrokingContract: PermanentRemuneration: Market RelatedEE position: YesIntroductionThe primary function of the Delivery Manager is to provide the necessary line management support to a dynamic high performing technical team comprising of Business Analysts, Developers and Testers, who provide technical support for the core critical systems and services that enable the JSE business to function. Leads a team of IT professionals to ensure timely and accurate delivery of IT services, support within agreed SLA's and delivery against business initiatives to their respective stakeholders.Business and Financial Results ManagementProvide input into departmental/divisional budget to ensure appropriate resource allocation in achievement of departmental goals.Manage allocated budget and procurement through effective monitoring and reporting.Facilitate results delivery on time and within budget, using agile software delivery methods whilst adhering to sound IT governance practices and control procedures.Provide strategic thinking and contributions to crafting of departmental business plan based on professional knowledge and experience, to ensure delivery of focus areas for the year in support of IT and business strategies.Deliver required business features as defined by business stakeholders and prioritised by product owner.Construct system solutions as defined by the JSE architecture competency areas and technology roadmaps.Identify possible risk and delivery impact to value realisation, project timing and resourcing from a system, people, process and financial point of view to inform planning, expectation setting and mitigation.Estimate effort and time frames for delivery of prioritised backlog across initiatives and production to inform value assessments, business cases and sprint / project / release planning.Ensure delivery of solutions in line with set timelines, cost and quality by constantly refining priorities and remaining focused on the minimal viable product and maintaining team velocity and value delivery.Provide input into requests for information / proposals by providing the requirements and participating in the various activities to facilitate selection of solutions.Ensure that software license management (purchased / maintained / optimised) to comply with licensing terms and agreements and prevent any possible prejudice to JSE.Stakeholder Relationship ManagementBuild open and trusting relationships with product owners, stakeholder and executive product sponsors.Ensure traceability of clients' needs through the development life cycle in accordance with JSE standard.Support business and product owners in cross business and IT unit alignment, dependencies and prioritisation discussions.Maintain and present up to date roadmaps of application-oriented projects to evolve the application portfolio to meet the needs of the business and its strategy.Build and maintain sound and strategic relationships with key suppliers in support of the business unit.Build relationships with colleagues, peers and team members by using appropriate interpersonal styles of openness, collaboration, trust and respect, which provides a sense of confidence - live the JSE value.Process ManagementAdvocate the team's needs and facilitate process to ensure team has the required resources to deliver effectively and efficiently to meet/exceed the agreed upon delivery and production SLA's.Manage team delivery against prioritised backlog and timelines, identify obstacles to delivery and take appropriate action where required.Schedule and coordinate solution design reviews as part of the sprint planning using agile architecture teams in accordance with Architecture guild practices.Ensure delivery in alignment to JSE architecture roadmaps to realise and uphold the architecture vision and strategy of the JSE.Adopt agile approach to architecture in order speed up delivery and remain aligned to solution designs.Manage team planning, delivery and quality in terms of modern software processes using Agile and DEVOPS practices, tools and techniques for all production, test and shared environments.Ensure that delivery teams perform peer development and coding practices reviews on all sprints, technical debt should be minimised but should be documented in TFS backlog with suitable priority and expiry dates for audit compliance.Ensure quality through the adherence to JSE Quality Assurance (QA) practices, requirements, traceability and reporting from delivery teams in accordance with JSE standards set by central QA practice guild.Participate in development of the software development estimation and sizing standards and the adoptions and adherence to the standard.Ensure that agreed methodologies, processes and document standards are adhered to.Ensure that requisite end to end business analysis, solution design, development and testing practices are consistently applied and resourced.Create and implement staff and resource plans, clear work allocation accountability to deliver on the product backlog and business stakeholder goals and strategies.Develop and manage vendor contracts at an SLA level, including providing input into the formulation and revision of the respective contracts.Participate in vendor service forums to discuss performance against SLAs, progress on incidents and problem resolution and pricing for initiatives and future contracts, hold vendors to account.Ensure required tools are implemented to provide optimal enablement of 2nd and 3rd line application support and batch operations.Ensure all technical problems are identified and resolved within Mean time repair SLAs by allocating the appropriate technical resources with relevant escalation as required.Assist in the management of problem analysis (root cause analysis) for Production incidents and provide input into the Problem Management team to monitor and eliminate future occurrences.Participate in planning of release trains and production deployments.Prepare and maintain all appropriate System Operations Manuals (SOM), relevant underlying capability and the testing thereof prior to deployment.Uphold adherence to change and release processes.Maintain and communicate clear and transparent views on workload and resource capacity so that business can support the team in planning and prioritisation of their initiatives.Support business continuity processes and resilience testing by maintaining an up-to-date plan and co-ordinating of team disaster recovery activities.Support the development and presentation of business cases in support of key business initiatives.Manage the entire technology lifecycle of the area of responsibility, including alignment to the strategic objectives through appropriate application portfolio practices and roadmap planning and execution.Practice the Scrum rituals or alternative agile methods when agreed including.Envisioning, sprint 0, defining of MVP for agreed scope, creating the team once backlog is defined, defining ready, done and priorities.Driving sprints: planning, backlog, sizing, priority, story quality review and acceptance test criteria, grooming of backlog, retrospectives, daily stand-ups, action definition and execution, showcase and review sessions, Sprint progress reporting and metrics of performance and cost.Coaching the team in the adoption of agile practices and supporting other teams.Form part of the agile scrum master guild in continuous improvement and setting the JSE scrum master execution standards.Take appropriate actions based on outcomes of retrospectives in collaboration with the Scrum team.Constantly mature the SCRUM practices of the JSE teams in the direction of feature teams to reduce hand-offs and improve productivity.Ensure current knowledge and practice of six sigma (green belt) or similar and can leverage of process engineering to influence and introduce efficiencies.Contribute to the development of a Business Value metric for setting priorities across divisions.Apply thought leadership with teams focused on automation and artificial intelligence / machine learning techniques to automate human resource intense and repetitive and operation risky operations.Team ManagementEnsure all team members understood and supported JSE vision and divisional strategy.Take accountability for making others successful by removing obstacles to team performance and success.Ensure self and team members have required skill and professional/technical expertise by assessing gaps and development areas and creating development plans.Ensure onboarding process is followed for all new hires and transfers to embed the JSE values
