ARC offers a comprehensive, integrated solution that transfers weather risk away from governments – and the vulnerable households they protect to ARC. This enables governments to build resilience and better plan, prepare for and respond to extreme weather events.ARC Agency established its first financial affiliate, ARC Insurance Company Limited (ARC Ltd) in 2013 as a sovereign risk pool in the form of a mutual insurer owned by Member Governments. Whereas the ARC Agency provides capacity building services to Member States in risk profiling, contingency planning, and monitoring and evaluation; ARC Ltd., issues weather insurance policies to governments. It uses ARC's risk modelling and early warning software platform Africa RiskView to estimate the impact of weather events on vulnerable populations. Besides it also estimates the response costs required to assist them – before a hazard season begins, and as it progresses, so that index-based insurance pay-outs, based on Africa RiskView, are triggered at or before harvest time if the rains are poor or as soon as a severe flood or cyclone has occurred.As part of its principles of engagement, the ARC Group adopts a differentiated approach to issues of gender equality. ARC considers the promotion of women's empowerment and gender equality an important factor in creating long-term impacts and sustainability. In this perspective, in a bid to ensure that its operational responses and its capacity building work have a differentiated approach to men and women, ARC adopted its Gender Strategy in September 2019. The Gender Strategy, which is a result of intensive consultations with all its stakeholders has as its goal to transform Disaster Risk Management (DRM) approaches to ensure gender equality for vulnerable women and men in ARC Member States. The Gender Unit is in the process of implementing its refreshed, innovative and ambitious Plan of Action for 2025 to 2029, it is in this context that ARC seeks to recruit a Programme Officer to assist in realising the ambitious objectives of the refreshed plan of action.RESPONSIBILITIESUnder the supervision of the Head of Gender Unit, the incumbent will support the implementation of the refreshed Plan of Action of the ARC Gender Strategy in the following areas:Programme ImplementationContribute towards the implementation of activities of the Gender Unit including planning, administrative support, partnerships and donor engagement.Provide programme management support throughDevelopment of the Gender budget and ensure the payment of Consultants, Collaborators and Researchers on a timely basis subject to all administrative and organisational approvals;Participation in the development of the Gender Unit Annual Programme of Work;Development and tracking of the Gender Unit budget expenditure, including project funds;Providing administrative support as needed, to the Gender Unit, including accounting, HR, logistics and related duties.Knowledge development and management:Assisting in the coordination of the Gender and DRM Platform:Contributing articles and resources for publicationProvision of administration, communication and logistics support to the gender & DRM platform through the establishment and updating of membership profiles,Preparation of logistics for face to face meetings of the Platform etcProvide research assistance, including developing and managing relevant data bases, to consultants and partners working on studies, gender analyses, policy briefs and researches with relevant and updated qualitative and quantitative data available on the subject matter.Research and analyse policy and operational issues to support ARC colleagues in the development of policies, Country Strategy Papers, projects and activities.Work closely with the M&E unit to collect and analyse gender disaggregated data for gender transformative progress tracking of ARC interventionsPolicy dialogue, communication and advocacy:Supporting the identification, development and management of potential partnerships to collaborative working leading to the achievement of the objectives of the Refreshed Gender Plan of ActionLiaising with ARC's communications staff, contributions to the ARC website, assisting on social media, co-facilitating relevant events on advocacy for a gender sensitive policy environment in disaster risk financing.Resource mobilisation:Contribute to development of proposals;Ensure donor reports are produced on a timely basis.QUALIFICATIONSEducation: Bachelor's degree in one or more of the following disciplines: gender studies, social sciences, international development, agriculture, development economics, or other relevant field. Master's degree is an added advantage.Experience: A minimum of five (5) years post graduate professional experience is required.Language: Fluency in English is required with a working knowledge of French. Working knowledge of another AU official language –Arabic or Portuguese – is an added advantage.Knowledge: Strong writing, research and analytical skills. Strong computer skills, including excellent skills in word processing, excel spreadsheet, presentation, database and other standard software packages and systems.Desirable Skills & Knowledge:Knowledge of disaster risk management and financing issuesCommitted to learning about and contributing to addressing gender differential impacts of Disaster Risk Management and FinancingStrong analytical research, writing and communication skills.Independent and motivated self-starter and quick learnerAbility to complete tasks on time and uphold ARC standards for high quality output without constant supervision.Terms and Conditions:The position will be initially based in Johannesburg, South Africa, and expected to relocate to Abidjan, Côte d'Ivoire within contract period.
