Job Purpose
The Western Cape Government is looking to employ a dynamic, high performing individual to manage the Chief Directorate: Public Policy Services. This is a demanding and exciting position at the head of a high performing Treasury team. It will require you to lead social and economic analysis on issues affecting citizens in the province, lead the development of key fiscal policy approaches that improve governance and service delivery, to manage the Province's fiscal resources effectively for Provincial Government and to support municipalities to develop sound and sustainable budgets based on robust economic analysis.
Minimum Requirements
B Degree (NQF 7 as recognised by SAQA) in Economics/ Finance/ Business Administration/ Public Policy;
5 years senior management experience;
A valid unendorsed driver's license, or alternative mode of transport for people with disabilities;
The successful completion of the Senior Management Pre-entry Programme.
Recommendation
A Honours degree (NQF 7 as recognised by SAQA) in Economics/ Finance/ Business Administration/ Public Policy;
Knowledge of the human resources function;
Strong research-based policy analysis and analytical ability;
Proven knowledge of budget policy, economic analysis and fiscal policy application.
Key Performance Areas
To provide for the effective and efficient development of revenue streams, cash and liability management;
To provide for provincial economic analysis and advice that informs budget policy and the budget allocation process and coordinate provincial budget policy, planning and performance;
To provide for local government economic analysis and advice that informs fiscal policy and budget allocation decisions and associated remedial steps;
Assist, assess and report on policy attainment across the local government sphere and introduce associated remedial steps;
Oversight responsibility of the departmental public entity i.e. the Western Cape Gambling and Racing Board.
Competencies
Human Resource Management, Public Finance Management Act, Municipal Finance Management Act, National Treasury Regulations and Provincial Treasury Instructions;
Financial Management processes;

Excellent planning, organizing and people management skills;
Strategic capability and leadership skills;
The ability to multitask, deal with ambiguity and manage under rapidly changing and pressurized circumstances.
Remuneration
All-inclusive salary package of R 1 436 022.00 per annum (Salary level 14). Please note that the remuneration package consists of a basic salary (70%) and the employer's contribution to the Pension Fund. The remainder of the package may be structured according to your personal needs.
