Duties
As a Budget Officer, your duties will include but are not limited to the following:
Develops staff objectives, policies, guidelines, and evaluates the operations and services of the Budget Branch.Develops budget initiatives and tracks funding levels, travel obligations, staff allocations, and needs.Provides analytic capabilities and management of program budget including budget forecasts, developments, justifications, allocations, and execution.Assists and advises operating officials with key elements needed for budget request justifications, such as clear objectives, goals, and the expected benefits of program funding.Reviews and analyzes regional program budget submissions and provides recommendations for the development of the Science Applications budget.Coordinates and/or prepares annual budget justification packages, along with additional briefing materials for leadership, Office of the Science Advisor, House and Senate budget hearings, Office of Management and Budget, and external organizations.Requirements Must be a U.S. Citizen or National.Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.Suitability for employment, as determined by background investigation.Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.Individuals assigned male at birth after 12-31-59 must be registered for the Selective Service. Minimum Qualification GS-14
One (1) year of specialized experience comparable in scope and responsibility equivalent to grade GS-13 grade level in the Federal service. Specialized experience may include: Coordinating the execution of annual, multi-year, and permanent budget, including implementation of enacted appropriations consistent with congressional guidance;Use of the OMB-MAX A-11 data entry system, the Government-Wide Treasury System, the Budget Allocation System, and the Financial Business Management System, or other accounting systems and statistical databases;Creating budget formulation, execution and reporting;Working with diverse staff and leading other cross-functional teams to accomplish program goals;Analyzing, interpreting, and evaluating financial data;Engaging leadership on the impacts of budgets and forecasts.NOTE: There is no substitution of education for specialized experience at the GS-14 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

The Land Management Workforce Flexibility Act (LMWFA), P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.
Note: You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA.
