POSITION STATUS: Permanent
Purpose of the job To conduct quality of service (QoS) measurements on the networks of ECNS licensees to produce reports on the test results, protect the users of the networks, and provide improved quality of experience for users; for both circuit-switched and IP-based networks (especially broadband networks).
Key Outputs: The successful candidate will report to the Manager: QoS Measurement and their responsibilities will include:
Quality of service monitoring.Coverage map analysis.Resolving GSM and WCDM interference.Managing cross-border co-ordinations QoS monitoring.Providing technical support to other ICASA business units.Assisting other business units with the enforcement of the ECA and regulations.Effective management of stakeholders and dissemination of information.Participating in national and international forums.Supporting technical and/or software vendors.Qualifications and Experience: A degree in Electrical/Electronic Engineering or equivalent qualification in ICT (NQF Level 7).4 Years relevant working experience in Telecommunications environment.3 Years of management experience would be an added advantage.Mobile networks drive testing benchmarking experience would be an added advantage.Key Competencies and Attributes: Results-driven.Attention to detail.Able to work and make decisions under pressure.Interpersonal Skills.Excellent communicator (written and verbal/presentation skills).Resilience and influential.Willingness to travel.Understanding of GSM, 3G, LTE, and 5G technologies.Knowledge of the EC Act and understanding of the regulatory environment with respect to spectrum management.Frequency monitoring tools.Experience in monitoring and interference control.Knowledge and experience of QoS test tools.Experience of high-site measurements.Awareness of R&D on measurement standards.Initiation of legal documents.NB: The email addresses provided above should be used for enquiries only.
