Summary: Creative Associates seeks a Teaching and Learning Advisor – Primary Education for the USAID-funded West Bank and Gaza (WBG) Basic Education Activity (BEA). BEA aims to strengthen education services for Palestinian children of KG 1 through Grade 6 that enable them to thrive and reach their full developmental potential. Under the Basic Education Activity, USAID seeks to work with the private sector, non-formal, non-governmental, community-based, UN, and civil society partners to strengthen early childhood and primary educational opportunities through high-quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem. Specific areas of focus include strengthening foundational skills in literacy, numeracy, social-emotional learning (SEL)/soft skills, and building teacher and student resilience capabilities and assets.

Responsibilities: The Teaching and Learning Advisor for Primary Education will work closely with and report to the Primary Education (IR2) Lead to support the implementation of effective teaching and learning strategies to improve the delivery of remedial education and extracurricular activities in non-formal settings for students in grades 1-6 in the West Bank (including Area C) and East Jerusalem. The Advisor may coordinate with technical staff in Gaza, as needed.

Duties will include but not be limited to:

Co-lead or support the review, development, and assessment of teaching and learning materials (TLMs), curricula, lesson plans, and facilitator training materials used in remedial education programs and extracurricular activities. Ensure teaching and learning strategies and materials are of high quality and meet the needs of students in non-formal education settings. Provide direct support for the delivery of remedial education programs, ensuring alignment with best practices and project goals. Work closely with project partners, including consultants and community-based organizations (CBOs) to coordinate the delivery of effective remedial education support. Provide regular updates and support to Primary Education (IR2) Lead to ensure program alignment with broader project objectives. Assist in monitoring the effectiveness of remedial teaching and learning in interventions, recommending improvements as needed. Qualifications: Bachelor's degree from an accredited university in education, curriculum development, teacher education, child psychology or related field and MA/MS degree required in related field. Minimum 7 years working experience in primary education. Experience in curriculum and supplementation material development, or in teacher training. Experience working in developing and/or humanitarian contexts within the Education sector and an understanding of the local context especially in Area C. Experience integrating sound social-emotional learning practices in the development of teaching and learning strategies. Experience in using assessment and measurement tools and developing materials for measuring PSS/SEL outcomes. Strong leadership skills and the ability to develop relations with technical staff, local counterparts, donors, and other stakeholders. Minimum four (4) years of work experience West Bank/Gaza. Strong communication skills, both verbal and written. Fluency in Arabic and working proficiency in English. Knowledge in education and research including educational frameworks and policy research is desirable.
