Skills and Qualifications Required: Diploma or degree in Supply Chain Management or equivalent NQF qualification 2-4 years experience in Supply Chain Management Computer literate with excellent MS word, Excel and PowerPoint presentation skills, Sage Evolution preferred) Good Knowledge of B-BBEE Act and PPPFA, PFMA, Treasury Have good time management skills Planning and organising skills Analytical and problem solving skills to deliver appropriate solutions Have the ability to work well as part of a team Report writing skills Self-motivated and pro-active Have strong negotiation skills Have resilient stress management abilities Ability to provide advice and engage with various stakeholders Functional Output and Activities: Administration and support by managing finances efficiently Manage the extensions of service provider contracts as and when the need arises Maintain and update all SCM templates and process flows Maintain an audit trail of all procurement processes and contract renewals performed Ensure that all goods and services procured are in line with the approved budget of Council Attend to all related audit queries timeously Assist with assessing and mitigating risks Provide support and assistance in the formulation and revision and supply chain policies Prepare monthly, quarterly and annual reports Manage the tender process Coordinate all formal procurement processes and tenders for operational services Prepare and coordinate the adjudication documentation and manage the process until final approval Develop and issue bid conclusion correspondence Ensure that Conflicts of interest is appraised and managed optimally Procurement Services Manage and execute daily procurement processes for professional services Ensure all procurement activities are carried out in line with the company policies and procedures Work towards contracting suppliers through competitive processes, to achieve efficient and consistent procurement with maximum value for money Issue purchase orders Prepare, maintain, and review purchasing files and reports Liaise with suppliers to resolve all procurement challenges and discrepancies Ensure staff awareness on procurement matters Quality Management Review requisition orders in order to verify accuracy, specifications and budget cost centre Compare suppliers' invoices with bids/ quotes against purchase orders in order to verify accuracy Close out orders when confirmed as correctly received items and approve invoices for payment Supplier database management Ensure that new supplier files are opened Update the Supplier register on an annual basis Budget Management Assist in the development of annual procurement plan Ensure that all good and services procured are in line with the approved budget of Council Maintain relations the company divisions, Council Members and external Service Providers Provide assistance in respect of procurement matters to all divisions on request Liaise with staff within the company, Committees, Boards, Council and Service providers to obtain information and ensure that necessary actions are completed on a timely basis; in addition, develop a good working relationship with them Ensure that service providers adhere to the company Occupational Health and Safety. Attend to phones and other queries
