Reporting to the Chief Financial Officer, the successful candidate will be responsible for the following: Provide Strategic Leadership Management to the Supply Chain function by timeously developing and submission of the SCM APP inputs and implementing the SCM operational plan that is aligned with the CHE's Strategic Plan and Annual Performance Plan (APP). Prepare, review, update, and submit SCM policies, frameworks, systems, processes, and procedures inputs in line with National Treasury legislation and the PFMA. Ensure adherence to and compliance with Supply Chain Management (SCM) Policy, the Preferential Policy Framework, the PFMA and other applicable legislation when goods and services are procured. Make and submit inputs on the SCM operational risks. Develop and implement internal control measures for effective and efficient use of financial and non-financial resources within SCM. Develop and implement internal control measures to effectively mitigate SCM's operational financial and non-financial risks. Timeous preparation of the management comments on internal and external audit findings. Timeous preparation and submission of the progress report on internal and external audit action plan for SCM. Prepare the consolidated Programmes and Sub-programmes Demand Plans aligned to the Programmes and Sub-programmes budget bids submitted as per statutory requirements. Ensure timeous finalisation of open purchase orders and commitments Monthly to enforce cost containment when goods and services are procured. Ensure effective and efficient management of the travel management and conferences. Compile service-level agreements/contracts by negotiating optimal contract terms and ensure that they are signed before service is rendered. Ensure that the supplier's performance is measured quarterly against agreed SLA/Contract by facilitating and resolving contract disputes. Ensure effective and efficient bid processes for functional bid committees by providing continuous advice to the Senior Management on the terms of references of the technical specifications. Manage implementation and utilization the central supplier database for all procured goods and services. Manage and ensure that all assets procured are bar-coded all the time. Ensure the asset verification process is undertaken and completed bi-annually and assets register is updated regularly and complies with the provisions of Generally Recognised Accounting Principles (GRAP) and National Treasury norms and standards. Ensure that the performance agreements between the subordinates are timeously compiled, signed and submitted to HR. Haly yearly and annually assesses the subordinate's performance on the set agreed performance targets. Enable the subordinate to implement and manage their development plans to address role competency gaps as well as personal growth and development Manage a positive and constructive work culture in the Sub-programme. Manage capacity of the subordinate through coaching, mentoring and identifying training opportunities. Ensure that SCM employees are trained on the application of SCM policies and related legislation. Timeous preparation and submission of the monthly reports on SCM key performance areas to the CFO and in line with National Treasury guidelines. Timeous preparation and submission of the progress report to the CFO on half-yearly and yearly close process for SCM.
The successful candidate should have: Honours degree in Supply Chain and Procurement Management or equivalent NQF 8 qualifications. 6 years' experience in Supply Chain Management, 2 of which at management level. Experience in the public service is essential.
