We innovatively transform and empower individuals, community workers and organisations by developing their capacities to effectively respond to the socio-economic and health challenges that burden communities.MAIN PURPOSE OF THE ROLE:The Strategic Information Manager (SIM) is responsible for providing leadership in the development, strengthening, and institutionalisation of the M&E system to ensure implementation of data-based, outcome-oriented, responsive, and cost-efficient programming.
This includes performance management of staff.Education:A minimum of bachelor's degree in public health, epidemiology, social work, monitoring and evaluation, demography, biostatistics, analytics, or related field is required.
A master's degree is preferred.Experience:A Minimum of 8 years of work experience in designing, establishing and managing monitoring and evaluation systems, ensuring data quality and managing data intensive, performance-based programs funded by PEPFAR.Demonstrated ability to be the senior technical specialist and as a senior subject matter expert in data analytics.Demonstrated ability to perform robust data extraction from internal and external information systems.Demonstrated ability to perform complex data analytics utilising MS Excel, STATA and/or Business Intelligence tools.Demonstrated ability to prepare expert quality data visualisation.Demonstrated written, presentation, communication, and organisational skills in English.Understanding of the South Africa health care delivery system.Demonstrated working knowledge of PEPFAR Technical Guidance, MER indicators, and SIMS for OVC and Prevention.Demonstrated working knowledge of South Africa's health and social service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting.Demonstrated knowledge of CBIMS.Good verbal and written communication skills.Valid South African drivers' licence.Key Performance Areas:Provide leadership and direction on strategic information requirements by ensuring that a strong and robust strategic information system is entrenched throughout the program.Provide guidance in the review and implementation of the MER System to ensure implementation of data-based, outcome-oriented, responsive, and cost-efficient programming.Provide technical guidance on routine program data quality assessments and ensure utilization of DQA results and findings in improving data quality across all levels of the program.Provide technical guidance, leadership and performance management of the M&E Project Manager and the M&E team.Lead data review meetings with M&E and program review meetings to provide updates on program performance and to identify areas of support and technical assistance.Lead efforts seeking to build SI/M&E related knowledge and capacity within the program team.
