This role ensures the effective management of balance sheet resources within the respective country. Additionally, the role is accountable for ensuring Citi has robust liquidity and capital management practices, consistent with global policy and local regulatory requirements. The position sits within Citi Treasury and requires a substantial amount of senior stakeholder and regulator management and is also a key senior leadership position within the Global Treasury and Finance function.
Job Purpose: This role is responsible for the prudential management of Citi's capital, funding, liquidity, and balance sheet in the respective country. In performing this function, the Country Treasurer must ensure that the Citi legal entities under his or her purview adhere to local regulatory liquidity requirements and global internal Citi liquidity policy requirements. Additionally, the Country Treasurer will be responsible for regulatory relationships and will serve as the Treasury representative for the relevant Boards of Directors.
Responsibilities: Prudent management of the Balance Sheet of each Legal Entity and disciplined practices in managing treasury risk exposures.Managing the capital, funding, and liquidity of all the legal vehicles within their jurisdiction across all lines of business.Provide advisory service on treasury strategy and support Country-specific Assets and Liability governance committee discussions - ALCO or local Country Coordinating Committee (CCC).Devise treasury strategies with Markets Treasury, Market Risk, and business segments, providing product, customer, and geographic businesses with risk identification, risk management, product development, and funding strategy through appropriate transfer pricing of both interest and liquidity risks, as approved by the Country ALCO and the Regional Treasurer.Monitoring of resultant liquidity, interest rate, and currency risks, adhering to buffers, limits, triggers, and reporting integrity, of local and global minimum requirements.Evaluation of activities with all businesses to ensure regulatory and local rating agency requirements are met with respect to balance sheet, liquidity, interest rate, FX, and capital measurements.Communication to Country ALCOs and Regional Treasurer of accurate and timely information about material balance sheet exposure, changes, and issues.Development Value: Substantial interaction with senior management, including at the local CCO, businesses, and potentially Board engagement, as well as Cluster and Regional Management.The opportunity to lead and present at forums including Country ALCO, Board committees, and regulatory engagements.The ability to make a significant contribution to ensuring the firm meets its financial target through efficient use of balance sheet.The opportunity to understand the regulatory requirements impacting Treasury both locally and globally.The ability to be an influential decision-maker on the utilization and planning of resources to support the Citi franchise.Exposure to a broad range of business areas and products.The opportunity to lead a broad and diverse team both locally and remotely.Qualifications: University degree in Finance, Business, Economic, or Accounting or postgraduate degree in similar disciplines.Experience with understanding and preparing analytics for a senior audience.Ability to engage and address local regulator asks.Prior Treasury functional experience required.Knowledge/Experience: Prior Treasury function experience essential. A broad distribution of prior Treasury experiences is preferred.Understanding of legal entity structure, systems, and businesses.Experience operating at a senior level with a deep and robust history of meaningful engagements with senior leaders, regulators, and rating agencies.Expertise in local regulation regarding liquidity and capital is required.Knowledge of capital markets is desirable.Experience in benchmark submissions or an execution role in interest rates is desirable.English language at proficient level both written and oral.Skills: Strong and proven analytical skills.Excellent oral and written communication skills.Ability to handle tight deadlines; ability to work under pressure and to prioritize and guide the team on a diverse set of objectives.Control focused with the ability and desire to see the "bigger picture", prioritize, put things into perspective, draw conclusions and make decisions based on complex issues.Must be able to understand complex financial concepts and distill into clear, concise, and simplified concepts.Competencies: Comfortable communicating across teams and geographies, accounting for cultural sensitivities and different working practices.Experience with understanding and preparing analytics for a senior audience.Diplomatic; able to manage situations where conflicts of interest may arise.Able to act as a partner to the businesses.Ability to take decisions and/or escalate where appropriate, to deliver results and meet objectives in a defined timeframe.Job Family Group: Finance
