Backgroundto TSSTheTechnical Support Services (TSS) Activity helps USAID/Southern Africa addresstechnical priorities and develop creative, innovative solutions tostrategically allocate resources, strengthen connections with partners, andreplicate best practices and effective program models.
Through the TSScontract, Panagora Group augments capacity by providing technical, operational,and administrative support to USAID/Southern Africa's portfolio.
TSS deploysadvisors in response to USAID requests for priority work with governmentstakeholders, implementing partners, and/or other entities.
TSS supports USAIDstaff and teams to integrate creative solutions into routine work.
TSS alsoprovides international and local expertise for surge support, as needed, forUSAID Program Cycle requirements, planning, development, outreach,communications, and Health Office human resource functions.Background:Theintegration of the HIV Investment Case outcomes into actionable budgets andresource quantification is critical to ensuring the effectiveness of HIVinterventions in South Africa.
This work supports the prioritization andscaling of impactful, cost-effective programs while optimizing resourceallocation within budgetary constraints.
The outcomes will be shared with keystakeholders, including PEPFAR/USAID, the South African Government, and theGlobal Fund, to inform planning and budgeting processes for upcoming financialyears and submissions.Objective:To transform HIV Investment Case results into operational budgets and detailedquantifications of required resources, ensuring alignment with South Africa'shealth system priorities and stakeholder requirements.Theconsultant will undertake the following key activities:1.Communicate HIV Investment Case Outcomes:Analyzeand summarize findings to identify impactful and cost-effectiveinterventions.Developresource allocation recommendations to maximize health outcomes within budgetconstraints.Shareresults with key stakeholders, including:PEPFAR/USAID to inform COPplanning.The South African Government toguide planning and budgeting for FY 2025/26, including Accelerator Plan 2interventions.The Global Fund CountryCoordinating Mechanism for use in upcoming Global Fund submissions.2.
BudgetDevelopmentUtilizeHIV Investment Case results to create budgets for FY 2025/26 and 2026/27 underthe District Health Grant using the Business Plan tool.Includeintervention unit costs and target population sizes at provincial and districtlevels.3.Quantification of ResourcesCalculateprecise quantities of commodities, medical equipment, personnel, and otherresources needed to meet target population demands.Providedetailed outputs to inform operational and demand-driven programming.Sharequantification outputs with the NDOH, PEPFAR, and other partners.Deliverableswill include:1.Document with quantification ofresources to guide HIV Conditional Grant Business Plans2.Updated national and provincialbudgets with the HIV Investment Case Resultsincluding quantities of resources needed3.Presentation and stakeholder reportson Investment Case Outcomes as stated above4.Completed budgets for FY 2025/26 and2026/27 under the Conditional Grant framework.5.Monthly progress meeting check-inswith USAID BHO
