Job Purpose
The purpose of the Skills Development Programme Manager is to develop and implement the Skills Development programmes for Discovery and its business units, aligned to business objectives, the skills and capability agenda, as well as the BBBEE Transformation Plan. The role is also responsible for ensuring Discovery's regulatory compliance as it pertains to Skills Development while facilitating the development of and driving the implementation of Discovery's Skills Development Strategy. To consult the organization as an expert resource on Skills Development requirements, ensuring organizational compliance and maximizing Skills Development financial value for Discovery.
The Skills Development Programme Manager manages the delivery of strategic Skills Development programmes across Discovery Group, ensuring that the objectives and business requirements are met. Includes the design, execution, monitoring, controlling and closure of programmes and initiatives. Mapping and working closely with key stakeholders to ensure successful delivery of Skills Development initiatives. Understanding and communicating all aspects of rollout including risks and mitigation plans with relevant stakeholders. Has the accountability to ensure that goals and objectives are achieved within the overall scope and that deliverables are within the agreed time frame, cost and as per defined and expected quality. Acts as an evangelist of the discipline. The Skills Development Programme Manager must have practical experience of having been a project manager for Skills Development related initiatives, inclusive of B-BBEE Verifications, External & Internal Audits, Governance & Data Management projects, etc. Responsible for planning and governance, and for overseeing a successful delivery of the programmes' output.
Key Outputs may include but are not limited to:

Managing the delivery of the EE Plan Graduate Development Programme, ensuring that the project objectives and business requirements through adherence to project management principles, processes throughout the lifecycle of the project.
Support the centre of excellence with updating the Group wide Skills Development Standards, Frameworks and Policies.
Ensure that Skills Development deliverables are completed in an efficient, effective and professional manner.
Coordinate the Group's Sector Skills Plan, Skills Gap Analysis, Workplace Skills Plan and Annual Training Reporting Process.
Build and maintain relationships with key internal and external stakeholders.
Responsible for data management and clean-ups (i.e. Course Update Process).
Manage the embedment and future enhancements of the Skills Development DataMart and Reporting Tools for the Discovery Group, across business.
Manage the Financial Year End Skills Development verification process with Internal and External Audit, across various auditors.
RFQ for Learnership Training Provider to be contracted by end November for programme to start in January 2025.
Manage the end-to-end recruitment process for ~80 Learners by end November 2024.
Manage the end-to-end recruitment process for ~50 Interns by end December 2024.
Implement PWD Programme by October 2024.
SETA Admin for two SETAs.
Annual review of the Policies, Procedures & SOPs – for review and sign off by SDM, GSDM and Group Head of Talent & Performance.
Preparation for WSP & ATR.
Skills Development 'Capture Interface' Implementation and embedment.
Dashboard Design & Management. Understanding Business' reporting needs and deliver on their requirements.

General:

Support the Group Skills Development Manager with ad hoc requests.
Support the Group Skills Development Manager by conducting education and needs evaluation to assess the skills development needs of the organisation.
Responsible for arranging and/or conducting masterclasses for the Graduates, Interns and Learners.

Customer/Stakeholders:
Influence both internal and external Stakeholders and Service Providers across the Skills Development value chain including Business Unit CEOs, COOs, CFOs, Heads of People, Training Managers, internal & external working groups, professional memberships, SETAs, committees or boards that the staff member is required to present/consult at.
Decisions:

Involving the correct stakeholders.
Make decisions related to project roadmap and timelines.
Assign RAG statuses and communicate to relevant parties.
Escalation of any concerns or risks.
Manage Project Budget.
Stakeholder Management.

Person Details
Work Experience
Required

At least 5 – 7 years' experience in Skills Development.
5 – 7 years' experience in Project Management in a corporate environment.
3 - 5 years' experience in Data Analysis.
Proven experience in managing Projects & Programmes.
Proven experience in the design, development and implementation of a Graduate Development Programme.

Preferred (would be advantageous)

Experience in Power BI.
Experience in Data Science / Data Mining and Analytics.
Experience in SQL.

Education / Qualifications / Accreditations with Professional Body
Required

Relevant 3-year Degree and/or Post Graduate Qualification.

Preferred (would be advantageous)

Project Management Qualification.
A formal Project Management Qualification / Training Course is preferential.
