The role involves coordinating the quality and efficiency of service and contract procurement at the GIZ Country Office in Pretoria, supporting GIZ projects and programmes in South Africa, Lesotho, and eSwatini. Responsibilities include managing daily operations, ensuring compliance with GIZ's procedures, providing organizational and advisory support, addressing procurement-related queries, and collaborating with contract teams and the Commercial Affairs Department. Additionally, the role involves coordinating Procurement Officers and deputizing for the second SPCS and the Head of Unit for Procurement and Contracting.

Required Qualifications, Competencies, and Experience Qualifications: Master's degree in Purchasing and Supply Chain Management, Supply Chain Management, or Business Administration. A recognized commercial diploma in business administration or a similar qualification may be considered.CIPS (Chartered Institute of Procurement & Supply) accreditation is a strong advantage.
Professional Experience: A minimum of 10 years of demonstrably successful experience in a comparable procurement role.In-depth knowledge of procurement principles and practices, with a proven track record of delivering sustainable transformation through procurement initiatives. To thrive in this role, the following qualities are essential: Proficiency in ICT Technologies: This includes a strong understanding of relevant software, phone, fax, email, internet usage, and proficiency in computer applications such as MS Office, MS Teams, and SAP.Excellent English Language Skills: Fluency in written and spoken English is essential. What you will be doing?Contracts for Consultants / Appraisers / Financial Contributions (Local Subsidies / Financing Agreements) Serves as the primary point of contact for all procurement and contract-related inquiries, including training, policy, and procedure interpretation.Establishes contracts and issues tenders according to GIZ regulations.Advises the Head of Unit, GIZ Office Management, other officers, and projects on service procurement matters, especially complex cases.Monitors incoming contract requests and assigns tasks to the relevant procurement officers.Coordinates, develops, communicates, and manages the performance of the procurement team responsible for service procurement.Ensures timely and high-quality execution of service procurement and tender processes, adhering to GIZ regulations and taking action on incoming requests.Advises on Head Office processes and regulations.Maintains the consultant and company database and updates the national consultant fee list/honorarium.Signs contracts and orders within the approved limits set by the Head of Unit and Head of Finance and Administration.Reviews contracts prepared by the procurement officers, ensuring conformity before forwarding them to management for signature.Enters and maintains contract and order data in SAP systems and ensures timely contract closures.Coordinates workflow and processing time of contracts within the unit, monitors contract data status, and reports to the Head of Unit Procurement, Head of Finance and Administration, and/or Country Director upon request.Collaborates with projects to ensure the quality and compliance of service procurement advertisements.Ensures all duties are well-coordinated and executed, and promptly informs the Head of Unit of any arising issues.Drafts and updates Standard Operating Procedures (SOPs), monitors processes and timelines, and continuously improves procurement processes.Content-related and General Tasks: Conducts market research in different procurement areas to ensure GIZ obtains the best quality at the best price.Ensures complete procurement files are maintained according to GIZ standards in both paper and DMS, following GIZ's filing rules.Informs projects and programs about the status of contracts in a timely manner, especially in the event of delays.Develops and implements procurement-related training programs for the procurement team and the organization, in collaboration with the Head of Unit.Fosters internal and external networking between different groups, demonstrating the ability to think and act beyond the immediate team's scope.Communicates and implements new or revised policies and procedures as needed. Ensures that the team, projects, and programs are aware of updated PuR regulations.Designs group and working procedures in line with objectives and requirements, collaborating with the Head of Unit.Networks with other units and country offices, considering management goals and requirements when providing services.Formulates solutions for complex issues and fundamental problems related to service procurement.Performs other duties and tasks as assigned by the direct supervisor and management.Undertakes further job training related to their position and duties, if required.
