Background
The USAID/South Africa Bilateral Health Office (BHO) manages one of the largest President's Emergency Plan for AIDS Relief (PEPFAR) programs in the world. The PEPFAR/USAID global strategy calls for supporting host-government policies that expedite the attainment of aggressive targets for the control of the epidemic: ensuring that 95% of people with HIV are identified, 95% of people diagnosed with HIV are initiated on treatment, and ensuring that 95% of people on treatment are virally suppressed.
Description of Position
The Senior Policy and Health Systems Advisor will inform the development and implementation of USAID health systems strengthening support to the South African National Department of Health and Provincial Health Departments, working closely with the Centers for Disease Control, WHO, United Nations, the private sector, and other donors to coordinate health system strengthening (HSS) related activities that foster sustained efforts towards epidemic control.
Primary ResponsibilitiesIdentify and promote effective implementation of laws and policies that ensure inclusive, non-discriminatory service provision as part of a health and HIV/TB response.Support coordination, integration and monitoring of systems related to the HIV/TB response by fostering multi-sectoral collaboration.Provide regular updates to the BHO team on the development of the Government of South Africa's National Health Insurance (NHI) program.Train and mentor USAID staff and implementing partners in policy development and HSS analysis.Ensure that evidence generated are translated into appropriate policy changes.Participate in the strategic design and procurement of USAID programs and ensure alignment with National Priorities.Establish and maintain close working relationships with all levels of staff at relevant USAID operating units and other agencies.Prepare policy or HSS related requirements for the PEPFAR Country Operational Plan.Establish strategic partnerships with multilateral and bilateral donors.RequirementsRequired: Advanced university degree (master's level) in public health, health systems/services administration, health policy, or similar disciplines.
Desired: PhD/doctoral degree in one or more of the above fields and/or post-graduate training in health systems and/or health planning.
Experience: Essential: A minimum of 10 years of work experience relevant to the position, with specific experience in health financing.
Desirable: Experience in health sector assessments, evaluation, and reporting.
Skills:
Expert technical knowledge in health policy formulation, systems strengthening, and management.
Use of Language & IT Skills:
Essential: Expert knowledge of English.
