JOB PURPOSE: Provide strategic and technical guidance in intelligence to the FIC to ensure that the current and future needs of the organisation are met.
KEY PERFORMANCE AREAS: Strategic Alignment:
• Implement the strategic vision, objectives and operational plan of the intelligence unit and clarify performance expectations.
• Determine the deliverables and operational plan for the unit based on the FIC's strategic objectives.
• Make recommendations for adjustment of future strategic objectives to accommodate changes in the FIC's operational environment.Manage Delivery:
• Manage the implementation of the operational plans for the unit to meet its key performance targets.
• Monitor performance of the unit to achieve its deliverables and identify obstacles.
• Adjust plans and resource allocations as needed.
• Expand and maintain the FIC's information gathering capability.
• Oversee the efficient management of the FIC's intelligence cycle.
• Ensure quality assurance and integrity of deliverables.
• Ensure timely and budget-compliant delivery of products or services.
• Contribute to the development of FIC/Divisional technology requirements.Budget Management:
• Contribute to the design and implementation of financial and procurement plans.
• Determine the unit's resource requirements and make budget planning recommendations.
• Manage the efficient use of financial and other resources.Stakeholder Management:
• Liaise with government departments and stakeholders to facilitate Monitoring & Analysis duties.
• Engage with domestic and international bodies to promote FIC interests.
• Identify opportunities for stakeholder involvement.
• Provide technical advice to stakeholders on intelligence cycle implementation.People Management:
• Manage delivery and delegate responsibilities while retaining accountability.
• Manage team performance and develop a skills development plan.
• Coach and mentor the team.
• Support career management and development.
• Manage recruitment and integration of new employees.Governance, Risk Management and Compliance:
• Manage the development of operational policies and procedures.
• Contribute to risk management strategies.
• Manage compliance with FIC and divisional policies.EDUCATION, SKILLS, AND EXPERIENCE: Bachelor's Degree in a relevant field (e.g. intelligence collection, analysis or counterintelligence).A minimum of 10 years professional experience in overseeing the intelligence cycle.Minimum 7-10 years' proven experience managing skilled professionals.Experience in managing and analyzing information at a strategic level.Excellent interpersonal and liaison skills.At least 8 years of knowledge in information management tools.Ability to prioritize and manage complex operational tasks.Strong service orientation and allegiance to South Africa.Ability to write clearly in English; knowledge of a foreign language is an advantage.
