Job Summary: We are seeking a Sr Operations Engineer to join the West Hub Division of the LTC Business & Project Development Department. The division will be primarily responsible for the activities of West HUB Project Development under the Liquid to Chemicals Program (LTC) and drive the development of project assessment, and the delivery of project requirements during FEL I, FEL II and FEL III. Additionally, the function will be solely responsible for leading the formation & activities of the Integrated Project Team (ITP), the formation of project steering committee or equivalent committees to drive major project decisions. The candidate will ensure implementation of work in accordance with the project scope, set plans, and handle contingencies that arise during execution.Responsibilities:Refine and implement Capital Efficiency items identified from prior grassroots steam cracker complexes.Take responsibility for defining the scope bases of the Steam Cracker and C4+ Co-products facilities.Provide recommendations for technology selection and offer technical input to LP and Economics.Define bid slates, selection criteria, and methodology for selecting Steam Cracker and Co-products licensors, with the support of a Technologist.Collaborate with the Technologist to review technical analysis and make recommendations for adjustments, then review the analysis conducted by the Economic modeler.Develop, review, and approve ITB (Invitation to Bid) documents, Facility Design Basis document, and technical interface bases (such as process rates and qualities to other units, utilities load, plot requirements, etc.) in coordination with the Contractor.Develop a plan for technical readiness for the refinery upgrader, Steam Cracker, and Co-products.Coordinate remote support from additional Process Specialists as needed to support Licensor selection and technical basis-setting.Requirements:This role requires the candidate to permanently relocate to Dhahran, Saudi Arabia.Hold a minimum Bachelor's degree in Chemical Engineering from a recognized and approved program.Possess 10+ years of experience in the Refining & Chemicals business with a focus on integration.Previous experience in Project Engineering, Design, and Execution for refinery and chemicals plants.Provide technical input to the Linear Programming (LP) Model and evaluate its results, making recommendations for adjustments and improvements.Experience in chemicals derivative process licensor selection and technology analysis.Familiarity with refinery and residue processing technologies.Experience in providing technical services for Olefins and Polymers.Knowledge of Olefins and Polymers operations.Ability to develop chemical process yields and qualities.Understanding of operating expenses (opex) associated with a Chemicals Complex.Experience in developing the scope basis for chemicals facilities.Proficiency in chemicals detail engineering and design.Capable of providing technical input to LP and economics.
