MUST HAVE: HR MANAGEMENT OPERATIONS Experience in LOCAL GOVERNMENT SECTOR.Reporting to the Chief Officer: Human Capital & Corporate Services, the incumbent will provide strategic and expert advice and guidance on employee relations, collective bargaining and related conditions of service matters. Operationalise the HR Business Partner model and manage the broad spectrum of HR service delivery to the organisation in the most effective manner. Provide leadership in relation to employment equity, diversity and access in the organisation and ensure effective and efficient human resources administration processes through the utilisation of appropriate Human Resources Information System (HRIS).Talent Acquisition:Ensure the implementation of the Attraction and Resourcing strategy, aligned to the Resourcing Policy. Ensure effective and efficient talent acquisition strategies in the organisation. Drive the implementation of an employer value proposition that will ensure acquisition and retention of the right talent for the company.Employee Relations and Collective Bargaining:Develop an employee relations strategy and ensure implementation thereof. Manage and implement appropriate and relevant dispute resolution and collective bargaining processes. Maintain and implement relevant employee relations policies and procedures (e.g. discipline and grievance, etc.). Conduct employee relations audits and provide proactive interventions. Represent Executive Management in formal labour structures and negotiation processes. Ensure compliance and alignment of employee relations processes with South African labour legislation framework. Identify and analyse employee relations training needs and provide relevant training intervention and guidance. Support, advice and guide the executive leadership and stakeholders on individual and collective matters. Ensure that line managers and relevant stakeholders are fully appraised on policy and appropriate procedural matters to ensure a stable employment relations environment.Employment Equity & Transformation:Develop and implement Employment Equity/Transformation Plan for the company. Ensure that the company complies with the Employment Equity Act, Basic Conditions of Employment, and other relevant legislation. Ensure that appropriate structures and mechanisms are in place for the governance of decision-making/consultative processes as required. Design strategies to monitor and evaluate organisation-wide progress in creating a diverse and equitable work environment. Monitor the development and implementation of discrimination, harassment and employment equity policies and procedures and the recruitment and selection of designated groups in the staff complement. Identify problem areas/barriers and recommend changes in the procedures. Continue to develop, monitor and evaluate relevant company policies to ensure they are appropriate and effective for people with disabilities and reflect best practice. Ensure assistance to line managers in planning, establishing and implementing EE plans. Collaborate with senior leaders to integrate diversity and equity practices into organisational employment and workplace practices. Ensure timely preparation and submission of relevant plans and reports to the Department of Labour.Human Resource Administration:Provide leadership and oversee the provision of professional human resources administrative services to the company in key areas that include: Talent Acquisition, On-boarding, Internal movements, Contract management, Terminations and exits and Employee Benefits administration. Ensure management principles are in place in HR Administration including data integrity, credibility and completeness. Effective management of data input and output processes.Human Resource Programme & Project Implementation:Collaborate with other HR specialist functions on the implementation of HR projects and programmes into the organisation. Lead the project planning, management and evaluation of prioritised special projects where required.People Management:Manage departmental resource allocation to ensure effective staffing levels and utilisation according to organisational needs. Manage subordinates' key performance areas by setting and monitoring performance standards and taking action to correct deviations to achieve the departmental/sectional objectives. Plan and coordinate workloads, set and manage individual objectives to achieve the section's objectives. Provide mentoring and coaching to the team to enable learning and growth.Qualifications and Experience:HR Related postgraduate Degree (preferably with a Masters' Degree). A post graduate qualification with specialisation in Employment Relations and Labour Law will be an advantage. At least 10 years generalist HR experience, 5 of which include collective bargaining and employee relations. At least 5 years have been at an equivalent level within a medium to large sized organisation. Experience with HR system implementation projects. Shared Services experience will be an advantage. Proactive use of data analytics for reporting. A sound understanding of the Local Government Sector will be an advantage.
