This role is an exciting opportunity to form part of a dynamic Mental Health, Learning Disabilities and Autism team committed to improving health services across Herefordshire and Worcestershire.We are seeking candidates with a combination of subject matter expertise, project management experience, and an understanding of NHS and local authority roles in the delivery of services to children and young people.The successful candidate will also need to demonstrate:Experience of successful partnership working in a complex environment,Experience of delivering transformational change to improve services.Excellent communication and stakeholder management skillsThe ability to work flexibly and independently on their own initiativeNHS Herefordshire & Worcestershire ICB recognises the value serving personnel, reservists, veterans, and military families bring to our business and would encourage people from the armed forces community to apply for our vacancies.Main duties of the jobThe postholder will be responsible for leading, with relevant clinicians and partner organisations, the development of and implementation of commissioning and transformation plans for a range of services across Herefordshire and Worcestershire. This includes:Transforming children and young peoples' mental health services (leading on specific pieces of project work) to improve outcomes and ensuring delivery of the Long-Term Plan ambitions and other relevant guidance and legislation.Supporting the Special Educational Needs and or Disability (SEND) Programme working with lead commissioner partners to ensure that commissioning decisions to support children with SEND are fully informed, meet statutory requirements and are part of the local strategies.Contributing to the commissioning development work for children and young people's health enabling commissioning at the right place (ICS, Place or Neighbourhood)The role supports the business in driving transformation as well as ensuring value for money in planning and commissioning services. There is also the opportunity to purchase additional leave.• Flexible working patterns to support individuals work-life balance.Detailed job description and main responsibilitiesThe post holder will be required to:• Develop and maintain constructive relationships with a broad range of internal and external stakeholders across education, health and social care, including staff within the programme areas, support services and lead service providers.• Engender key relationships with the wider community, voluntary and private sectors and key stakeholders attached to the Herefordshire and Worcestershire ICS• Work across health, social care and education under the aligned budget within section 75 arrangements.• Engage with stakeholders, specifically children, young people, parents and carers, to ensure service transformation and delivery is coproduced with them.• Communicate effectively and provide highly complex information to a wide range of internal and external stakeholders.• Present highly complex information about projects, initiatives and services to a wide range of stakeholders in a formal setting.• Have the ability to deal with resulting potentially difficult/ challenging situations with partners and families.• Demonstrate commitment to working and engaging constructively with internal and external stakeholders on a range of business sensitive issues.• Apply a structured change management approach and methodology for the impact of any change.• Lead specific project teams in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project.• Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner. Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources.• Be responsible for the planning and organisation of numerous events/meetings. Ensuring communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner.• Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with the organisation's priorities.• Contribute to short, medium, and long-term business plans, achieving quality outcomes.• Monitor and report on the use of recurrent and non-recurrent funds identified as part of the commissioning investment process or efficiencies process.• Provide advice and analysis for the negotiation and monitoring of service level agreements and contracts and participate in the contracting and negotiation processes as required.• Take part in ad hoc analysis and project work including value for money, comparative analysis between providers, evaluation of provider and ICB business cases, understanding provider prices and cost behaviour and financial projections.Person specificationQualificationsEducated to first degree level or equivalent level of knowledge or professional qualification, working at a senior level in specialist areaExperienceSuccessful partnership working in a complex environmentSkillsExcellent data management skills interpreting data showing confidence to work at an individual level or in a group comprised of a variety of stakeholders.Personal QualitiesAble to assimilate and respond to information quickly making effective decisions under own autonomy.Holds improvement in the quality of care for service users at the heart of delivery** Please Note **In the event of exceptionally high levels of response, we reserve the right to close the post before the date stated above in order to prevent the number of applications received being unmanageable.
