Good health and quality of life is what motivates us to provide healthcare solutions and support to those who need it most.The primary objective of this role is to offer technical data science knowledge and expertise to the Provincial Health Data Centre to enhance patient care within the Western Cape Government Department of Health & Wellness. This involves assuming a leadership role in both technical and operational areas and being involved in all stages of the health data science workflow such as data take-on, transformation, modelling, analysis, reporting, visualisation, and governance.Key Duties and Responsibilities:Utilize domain expertise, analytical skills, and software knowledge to support the development and maintenance of data take-on processes and curation of routine health data.Be actively involved in data beneficiation, interpretation, inference, analysis, and reporting.Process and deliver against data requests of varying complexity.Provide supervision to junior data personnel as needed.Develop and implement training programs, user guides, and other products that promote understanding of the Provincial Health Data Centre tools.Minimum Qualifications and Experience:A postgraduate qualification in one or more of the following fields: Computer Science, Information Systems, Mathematics, Statistics, Demography, Biostatistics, Epidemiology.Minimum 5 years of experience in enterprise data science or equivalent, with the option to include up to 3 years of full-time master's or PhD training.Experience in health information systems and health data interoperability.SQL programming experience.Working with large datasets (hundreds of millions of records) and in programming and software development.Statistical expertise and broader software programming experience.Experience working with stored procedures and views.Experience working with a scripting language e.g. MATLAB, Python, R.Experience with technical communication and presentation of ideas.Technical Knowledge and Skills:Competence in working in a swiftly changing environment and modifying plans accordingly.Advanced knowledge & proficiency with cloud technology including Azure SQL, and interactive data visualization software such as Power BI.Ability to design databases and build new ETL processes.Ability to code proficiently in one computer or statistical environment with an aptitude to learn others as needed.Analytic skills to conceptualise and execute data extraction and analysis tasks.Ability to conceptualise, design and implement efficient data-driven reports.Demonstrate strong verbal and written communication skills with the ability to effectively create, edit and review relevant reports and presentations.
