Job Purpose:The function (which is with a NGO) is meant to reasonably ensure that the organisation is complying with all applicable laws, rules and regulations, as well as internal codes of conduct, policies, and procedures. It will provide advisory services to the Project Management Unit (PMU) for Global Fund grants management rules and regulations to ensure compliance. Furthermore, the role will provide operational support to the Chief Risk Officer (CRO) to identify implementation risks and to formulate mitigation strategies, to foster sub-recipient compliance with contract terms and Global Fund rules and regulations, grant reporting accuracy through quality assurance, capacity support and procurement reviews.Duties and Responsibilities (in brief):Financial compliance - risk mitigation;Financial management and procedures;Financial compliance and verification of transactions;Financial compliance - accounting;Risk management;Auditing;Special investigations;Reporting;Capacity building;Minimum Qualifications and Experience:A university honours degree or similar advanced studies in finance, auditing, accounting, or any related field is an added advantage;Bachelor's degree in finance, and or audit with additional 5 years of experience may be accepted in lieu of the advanced university degree;A minimum of 5 years of progressively responsible experience in financial compliance, audit, internal audit, accounting, and risk management;Completed accounting articles;Certified Internal Auditor (CIA) or equivalent highly desirable;Experience in leading teams;Experience with audits of development aid programmes or public institutions;Good knowledge of donor organisations and experience in working with public institutions would be an asset;Experience working with the Global Fund to fight AIDS, tuberculosis, etc. would be an asset;
