This Sector is looking for another talented professional to complement their team, in the form of a Resident Engineer.

The below listed responsibilities and requirements are assessed during the interview stages and will further be confirmed with the relevant professional references that you currently are or have reported to in your previous two positions.
Core Purpose
Supervises contractors on site on behalf of a client and monitors adherence to construction scope of work, which includes attending to site meetings and site instructions. Project implementation and supervision. Technical support and technical management. Programming, costing, quality control and technical preparation.
Key Performance Areas

Overall direction and administration of the construction contract and site staff in accordance with the respective contracts.
Management of the construction package in accordance with the contract.
Receive and check for compliance with contract requirements, all performance bonds, insurance certificates and policies and guarantees.
Assist with obtaining required permits and related documentation necessary for the construction works.
Coordinate compliance of contracts with the team of Contract Participation Goal facilitators.
Monitor the Contractor's progress of projects on site and keep in contact with the Senior Resident Engineer (SRE).
Refer significant queries on design or engineering matters to the Design Engineer together with approval of materials and alternative design proposals as required.
Ensure that design specifications or other problems that may have relevance to future designs are brought to the attention of the Design Engineer.
Verify that the Contractor and his/her staff understand the obligations under the Occupational Health and Safety Act.
Assist with Environmental Management of the Contractor's work.
Liaise with the relevant service providers to coordinate the alteration or relocation of their services.
Liaise with Health and Safety Agent, Social and Gender Specialist and Social and Environmental Specialists regarding social, gender, environmental, health, and safety plans, monitoring and reporting requirements.
Review and approve monthly payment certificates.
Agree on measurement of quantities with the Contractor.
Identify implementation/completion risks, program budget risks and develop risk management tools to avoid, mitigate and manage such risks.
Review and evaluate claims and variations received from the contractor in conjunction with the SRE.
Maintain a daily site diary.
Ensure consistent management of social and technical concerns.
Regularly review outputs from Assistant Resident Engineer to ensure accurate capturing/recording of relevant contractual information.
Monitor progress as per approved construction programme and negotiate rectification of delays and work not scheduled.
Maintain a costing system to monitor costs to date and the project final contract value.
Prepare Variation Orders for approval by the Employers Agent and Employer.
Assist the SRE with the preparation of a list of outstanding works for the progression to Completion Certificate and issue to all concerned.
Arrange the completion of "as built" drawings and Construction Reports.
Examine and measure excavations, consent to work being covered up and instruct the Contractor to uncover work and search for defects.
Require the Contractor to repair and make good any damage or physical loss.
Approval of practical and final Completion Certificates.
Collate the submission of all reports, including the inception report and all subsequent progress reports, practical completion reports and final handovers and close out reports.
Request Accident Reports.
Request quotations for material.
Instruct the Contractor to have a qualified Site Agent to assist in or make measurements, and to furnish particulars.
Request and record facts and circumstances relevant to a claim.
Witness all factual circumstances which have bearing on claims for extension of time.
Manage all on-site quality and administration requirements.




Job Requirements
Qualification:

Tertiary qualification (BScEng or equivalent).
Professionally registered with ECSA as a PrEng.
Professionally registered with SACPCMP as a PrCPM is an advantage.

Experience:

25+ years' experience on major civil construction projects.
Experience managing large multi-disciplinary projects.
