Position Summary The Technical Support Services (TSS) Activity helps USAID/Southern Africa and Regional Health Office (RHO) to address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models.
Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID's largest health portfolio.
TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities.
TSS supports Health Office staff and teams to integrate creative solutions into routine work.
TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.
Description of Position: The Project Officer: GHS & HSS will coordinate strategic planning and management across TSS projects to support USAID/South Africa's GHS & HSS teams and where assigned USAID regional health offices to meet critical program objectives.
S/he will lead the development and coordination of strategies across various TSS projects to determine where program and operations resources are needed and then work to recruit, deploy, and manage technical experts to fill those gaps.
S/he will be responsible for coordinating TSS's support to USAID including project scoping, quarterly and annual work planning, and recruiting and managing technical experts to respond to identified challenges or gaps.
The Project Officer: GHS & HSS will integrate innovative solutions to all projects, and leverage what has worked previously and adapt approaches to integrate lessons learned and to customize solutions to the unique needs of each Health Office, building relationships with various teams and key stakeholders, promoting efficient and effective ways of working and sustainable knowledge transference from technical experts to health office teams.
The Project Officer: GHS & HSS will support one or more of the following tasks, core activities, and deliverables as listed below and as assigned, based on TSS's work plans.
For these activities, he/she may be asked to complete the tasks and/or develop the capacity of colleagues, USAID, government or implementing partner counterparts to complete these tasks.
Other activities/tasks may be assigned based on the needs of TSS as defined in our work plan.
The Project Officer: GHS & HSS will carry out the following activities:
Project Management & CoordinationManage and coordinate essential activities supporting the USAID Bilateral Health Office's Global Health Security and Health Systems Strengthening teams to achieve key project objectives.Work with relevant stakeholders to define project scope, set priorities, map activities, and establish deliverables, ensuring alignment with USAID BHO GHS & HSS objectives.Oversee projects from initiation to completion, building key stakeholder relationships, assigning roles and responsibilities, and delivering products in accordance with TSS project management principles.Oversee the coordination of quarterly, monthly, and ad-hoc project updates to USAID, collaborating with Senior Leadership to provide regular budget updates and financial status reports.Assist with other activities as required to support overall project objectives and ensure project success.Team Management & DevelopmentLead the management of core technical teams, including skilled experts, to develop and deliver high-quality products in alignment with USAID's goals.Manage both long- and short-term staff, as well as subcontractors, ensuring alignment with project objectives and efficient delivery.Contribute to the recruitment of health-related professionals to expand Panagora's global team, enhancing capacity and expertise.RequirementsPanagora Group LLC is an Equal Opportunity Employer and does not discriminate on the basis of race or ethnicity, religion, sex, national origin, age, veteran disability or genetic information or any other reason prohibited by law in employment.
