Project LeaderLocation: MIDRAND, JHB North, Johannesburg - GautengContract Type: Five year fixed term contractSalary: R1 424 511paPurpose of the Post:To establish, lead and manage the Project Management Office (PMO) for the implementation of the High-Speed Rail project in South Africa.
This role also involves spearheading the implementation of the DoT High-Speed Rail Framework and related deliverables, including conducting feasibility studies and facilitating engagements with relevant internal and external stakeholders.Key Responsibility Areas:Strategic Management:Approach relevant government institutions for approvals.Coordinate engagements between various HSR-related stakeholders.Ensure the alignment of the HSR projects to broader government objectives.Contribute, lead, and manage projects related to the development of the High-Speed Rail (HSR) network in South Africa.Develop a project plan to operationalize the unit's strategic performance targets.Align Programme plans and strategies with key stakeholder strategic performance targets.Manage the process of undertaking HSR-related feasibility studies.Monitor the implementation of projects.Establish and Manage Governance Structures:Establish support structures to ensure streamlined delivery of the Project.Produce an implementation roadmap with prioritized initiatives, activities, and deliverables for implementation.Consult with relevant public sector bodies to identify areas of collaboration and alignment.Establish processes to ensure full, end-to-end coordination between all involved parties.Lead the development, implementation, and enforcement of High-Speed Legislation, Standards, and Guidelines.Programme and Project Management:Establish and enhance systems to implement and manage a range of HSR-related activities and deliverables.Establish a coordinated communication system for all active projects.Develop and implement a project risk management framework.Recognize key project constraints and coordinate the successful resolution of challenges.Develop and manage the implementation of project plans.Oversee project teams, including internal and external stakeholders.Lead and manage project technical meetings.Manage and monitor the implementation of a project communication plan.Manage the project/programme budgets and monitor variances.Drafting and Managing Project Reporting:Manage the development of appropriate Terms of Reference for project-related procurement.Manage the allocation of resources (both internal and external) and required outputs.Project Funding Management:Develop project/programme budgets in line with agreed feasibilities, available funding, and project/operational planning.Monitor project expenditure against budgets and project deliverables.Address any project budget variances.Monitor the project funding progress.Identify and address project funding challenges.Project Related Procurement:Manage the development of appropriate TORs for project-related procurement.Evaluate proposals and appoint relevant service providers to facilitate project-related delivery.People Management:Select, assign, lead, and manage people and project human resources.Set clear objectives for self and others and measure achievements against these objectives through the implementation of the performance management system.Build and manage relationships with staff members.Manage and support staff development.Develop and manage the implementation of succession plans for key individuals and critical positions.Stakeholder Relations and Management:Participate in various meetings (internal and external forums, objectors, etc.)
and provide comments/opinions on matters affecting or concerning the functionality and successful implementation of the HSR implementation.Collaborate with external departments/professionals on issues related to land use planning, NEMA requirements, built environment requirements, and industry best practices.Attend meetings with project managers, developers, service providers, contractors, attorneys, and other key stakeholders.Identify key community stakeholders including but not limited to non-government organizations, business forums, residents associations, etc., through literature reviews, networking, community canvassing, and client liaison.Identify effective communication channels and establish contact with leaders in the community regarding the objectives of the project.Knowledge and Skills:Knowledge of transport legislation.Knowledge of corporate governance principles.Proficiency in Microsoft Project is mandatory.Knowledge of contract management (New Engineering Contract (NEC), General Conditions of Contract (GCC), International Federation of Consulting Engineers (FIDIC), Joint Buildings Contracts Committee (JBCC)).Understanding of the Inter-Governmental Relations environment, government planning frameworks, and infrastructure delivery processes.Communication, leadership, negotiation, and conflict management skills.Qualifications and Experience Requirements:NQF level 8 qualification in Transport Economics, Engineering, Project or Programme Management.At least 10 years of experience in project management of large-scale railway or built environment projects, and/or infrastructure development projects.Registration with a relevant engineering, programme/project management, or transport professional body desired.Working experience in High-Speed Rail (HSR) and/or related projects advantageous.Working experience in development management and contract management.Closing Date for Applications: 17 January 2025Should you not hear from us within 14 days of the closing date, please consider your application unsuccessful.Apply for this Job
