Position Objective
The Human Resources Department, under the Office of the Vice President for Administration, is functionally responsible for effectively managing and optimizing the organization's workforce to achieve its strategic goals and objectives. The Professional, Human Resources (Recruiter) is responsible for sourcing, screening, and selecting qualified candidates to fill various positions within New Development Bank (NDB). The ideal candidate will have excellent communication skills, a strong understanding of recruitment processes, and the ability to effectively collaborate with Reporting Managers and Talent Advisors to meet staffing needs, while adhering to the principle of fairness and meritocracy, and promoting diversity.
Purpose (Analyze)
Identify talent sourcing strategies based on the staffing needs, closely cooperating with Talent Advisors and Reporting Managers.
Analyze qualitative and quantitative data to identify root causes of recruitment issues to develop insights and solutions that strengthen recruitment efficiency and effectiveness.
Review all the recruitment policies, procedures, guidelines and process maps to keep all documents up to date and adhering to the HR rules and regulations.
Provide data and data analytics for various reporting requirements.
Engagement (Collaborate)
Conduct consultation discussions with Reporting Managers and Talent Advisors to build a shared understanding of staffing needs.
Source candidates through various channels, including job boards, social media, networking events, recruitment agencies etc.
Promote diversity and create an inclusive recruitment environment.
Coordinate pre-employment checks through external agencies, ensuring compliance with NDB policies and requirements.
Assist in managing relationships with recruiting agencies.
Assist in building the NDB brand and presence in our markets.
Delivery (Execute the Recruitment Cycle)
Execute the entire recruitment cycle for open positions, encompassing job requisition, sourcing and attracting talent, evaluating and assessing candidates, conducting pre-employment checks, extending offers and facilitating the onboarding process, etc.
Ensure adherence to NDB policies and procedures throughout the recruitment process.
Ensure a fair recruitment process by treating all candidates with respect, providing equal opportunities, and avoiding bias.
Continuously streamline and optimize the recruitment process to ensure recruitment efficiency and effectiveness, as well as better candidates' experience.
Maintain accurate and up-to-date candidate records in the applicant tracking system.
Provide regular updates to Talent Advisors and Reporting Managers on the status of open positions and candidate pipelines.
Assist in organizing career events to attract talents from member countries.
Develop and maintain a talent pool for NDB.
Requirements
Master's Degree or equivalent in HR or relevant field (Bachelor's degree plus additional 2 years of experience in recruitment may be considered in lieu of Master's degree).
Relevant certification/s from globally recognized certification agencies in the related field would be preferred.
Minimum of 5 years of relevant professional experience in a multilateral development bank, international development sector, or private sector with in-depth experience in talent sourcing and recruitment.
Demonstrated capacity gained through experience in talent sourcing and full cycle recruitment execution and management including recruitment HR systems.
In-depth knowledge of key trends in talent markets of member countries including knowledge of technology solutions for innovative talent acquisition.
Excellent verbal and written communication. Exceptional interpersonal skills, operational excellence, problem solving, communication, conflict management and a high resilience and drive in achieving objectives and goals.
Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration.
Relevant experience in a multicultural or international development work environment.
