To execute and manage procurement service across all channels of purchasing. Coordinate and control the procurement process, aligning procedures, systems, and controls across the organisation.Supply Chain Process:Develop, implement, and monitor the process of sourcing, evaluating, selecting, and contracting of suppliers.Manage the supplier database ensuring accurate supplier data and records.Implement sourcing strategies and projects by liaising and collaborating with business.Ensure legal and financial risks are correctly integrated in contracts and provide guidance to management and staff on contracting practices and procedures.Work with risk management/finance to coordinate and incorporate contractual financial and/or insurance requirements.Function as the primary contact with external suppliers.Foster and manage key supplier relationships to create immediate and long-term value for the company.Monitor and report on performance of suppliers.Ensure staff and suppliers comply with procurement policy, processes, and guidelines.Investigate allegations of poor and/or unethical procurement.Report to procuring manager and/or their executive, occurrences of non-adherence to the procurement process or to contract policies and recommend remedial action.Keep abreast of best practice and make recommendations to the CFO for improvements.Stay informed of advances in supply chain technology and approaches and apply within organization to improve supply chain processes.Support relevant departments with supplier RFQ, RFP, RFT's.Review proposals, tenders and/or quotations and provide recommendations to Tender committee.Compile tenders/bids/RFI/RFQ/RFP under operations and/or development/maintenance.Collaborate with legal and CFO to ensure that suppliers are placed on contractual terms for non-performance or inferior performance.Serve as the point of contact for suppliers and internal stakeholders on contractual matters.Assist the procuring manager with close-out, extension, or renewal of contracts.Oversee the execution of all BBBEE transformation interventions in the Company pertaining to enterprise supplier development (including preferential procurement) to ensure that the transformation strategy objectives are met.Engage with transformation officer to provide guidance to suppliers on how to improve their BBBEE status.Procurement AdministrationCompile and submit annual demand management and procurement plans.Monitor and maintain contractual records, all procurement process documentation and compliance records.Provide expert advice to end users regarding the development of both short- and long-term SLA's.Render assistance and administration support to line managers and their delegates, evaluation committees, adjudication committees regarding the performance of their SCM responsibilities.Collaborate and coordinate with staff, other departments, senior management committees and decision makers to share information, interpret/problem solve, clarify procurement objectives.Monitor supply markets and trends and interpret the impact of these trends on company strategies.Identify the critical materials and services required to support company strategies in key performance areas, particularly during development.Monitor and control the procurement expenditure/costs against budget for the fiscal year.Monitor the procurement spend and build a culture of long-term saving on procurement costs.Give guidance for the sign off expenditure or obtain approval in accordance with delegation of authority.Develop, track and report key functional metrics to reduce expenses and improve effectiveness.Develop analytics, systems, and data management capabilities, including reporting tools.Examine budgets and forecasts to ensure reasonability and accuracy of manager's assumptions.Requirements:At least 5 years' relevant management experience in procurement management at a senior level.Relevant procurement project management experience.High level of experience with supplier relationships and contract management.Level 6 - Bachelor's degree (BCom) from three-year college or university.Degree in Procurement Management or Purchasing (advantageous).
