The two houses that make up Parliament, the National Assembly and the National Council of Provinces, each with its own distinct role and functions set out in the Constitution, work together to oversee the promotion of the constitutional values of human dignity, equality, non-racialism and non-sexism, human rights, and freedom.JOB SUMMARYAs the Procedural Officer: House Plenaries, you will play a crucial role in the provision of procedural advice and guidance related to plenary sittings of the National Assembly in line with its constitutional mandate. The Secretary to the National Assembly, assisted by procedural staff, is the adviser to the Speaker and other presiding officers, and to Assembly members generally, in relation to proceedings of the Assembly. The Procedural Officer: House Plenaries forms part of the team that deals with House Direct Support matters, including the provision of accurate written records of formal decisions and proceedings of the National Assembly; procedural advice to internal (House) committees is provided; that rules, motions, and other procedural documents are drafted in support of smooth house proceedings, that statutory obligations of the Assembly are processed, including those related to membership of the Assembly, and that institutional memory on procedure is maintained. You will work closely with Members to advise/provide guidance on complex issues related to parliamentary procedure. You require a thorough grounding in the constitutional, legislative and rules frameworks which guide the work of the National Assembly. In executing your responsibilities, you will contribute significantly to the effectiveness and integrity of the work of the National Assembly and its members as the elected representatives of the people of South Africa.Your key responsibilities will be:Provision of advice, guidance and support to plenaries of the National Assembly, House Committees and Members ForumsContribute to the effective functioning of plenary sittings including mini-plenary sittings, by providing procedural advice, guidance and support during plenary sittings of the Assembly.Ensure compliance with the Constitution, Assembly Rules and Joint Rules.Prepare documentation required for plenary sittings, house committees and members forums. This may include the drafting of Guides, Minutes, Order Papers and Division Guides.Fulfil secretariat functions for assigned house committees and/or forums.Ensure effective record keeping of meeting artefacts and conveying of decisions.Contribute to the creation and review of institutional memory instruments on plenary-related mattersMonitor, record, and analyse procedural developments regarding plenary related issues.Prepare write-ups for NA Table Publications including for Procedural Developments and Fact Sheets.Ensure a record of institutional memory instruments is maintained electronically and is accessible.Contribute to the division's monthly, quarterly and annual reports.Processing of Membership matters pertaining to the National Assembly related mattersProcesses and advises on matters pertaining to the Membership of the National Assembly including the supplementation and review of lists, the publication of reviewed and supplemented lists and the appointment of whips.Maintains accurate records of all membership related matters including updated membership lists of the Assembly.Preparation of rulings by Presiding OfficersDevelops and produces rulings for presiding officers.Minimum Requirements:Relevant four-year degree / Post Graduate Diploma at NQF Level 8At least 5 years' experience in a Parliamentary or related environment.THIS POST IS SUBJECT TO A 6 MONTH PROBATIONARY PERIOD.You must also demonstrate:Thorough knowledge of Parliamentary processes and procedures and of constitutional framework and relevant legislationKnowledge of political environment.Excellent written and oral language skills.Excellent analytical ability.The ability to work long and irregular hours under sustained pressure.Attributes for SuccessExcellent organisational and administrative skillsInterpersonal skillsWhat you will experience working at Parliament:In return for your hard work, we offer meaningful and engaging work.
