The $5 million activity supports USAID/Southern Africa's Regional Environment, Education and Democracy (REED) Office and their partners across the Southern Africa region to be more efficient, effective and transparent in achieving program results using evidence, performance management techniques, communication, and collaborating learning and adapting (CLA) practices. The primary purpose of the activity is to implement a robust learning support mechanism that will help the Mission be more effective in achieving our goals and implementing the USAID Program Cycle and serves to achieve three key performance objectives:Support and deepen use of CLA practices across the USAID program cycle to enhance learning and improve effectiveness.Improve coordination, collaboration and learning between USAID/Southern Africa REED staff with regional and national government partners, USAID Missions in the region, our implementing partners, and other key stakeholders.Develop and implement communications practices to ensure that the REED office is well connected with USAID bilateral missions, limited and non-presence countries and inter-agency partners.Position Description:IDG is seeking a qualified Operations and Finance Manager to oversee the day-to-day office management, advise and oversee procurement policies, oversee financial management of the activity bank account, including invoicing, documentation and payroll supervision, supervise operations/administrative staff, negotiate subcontracts, and manage travel and events for all aspects of the activity.Key Responsibilities:Work closely with the Chief of Party to ensure the project is compliant with USAID and IDG procedures, policies, rules, and regulations.Lead and manage project and in-country office operations including financial, administrative, procurement, and communication oversight.Liaise with the home office on human resource management.Coordinate regularly with the Chief of Party to provide timely ad hoc updates on finance and operations matters.Lead and manage overall project financial activities including the processing and timely submission of monthly field expenses, invoices, and financial reports.Develop, establish, and maintain a database for administrative, operational, and finance-related documents.Coordinate with the Home Office to ensure timely and efficient submission of monthly, quarterly, and annual financial reports.Facilitate, manage, and oversee project inventory, equipment, and product procurement throughout the life of the project.Provide regular budgetary and financial analysis and guidance throughout the activity.Ensure the completion of timely ad hoc financial reports in response to requests from the IDG Home Office and/or USAID.Coordinate with Finleys on financial management.Develop and implement and review standard operating procedures for the country office.Qualifications:A master's or bachelor's degree in finance, management, business administration, accounting or in a relevant field, a master's degree is preferred.A minimum of 7 years' experience in financial and operations management of USAID or other major donor-funded development projects.A minimum of 7 years of experience with procurement, finance, and travel logistics and related compliance for USAID projects is required.Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures.Demonstrated experience in developing, analyzing, and monitoring program budgets; monitoring and tracking obligations; and authorizing and approving large payments.Excellent MS Office skills (MS Excel, MS Word, etc.).Excellent oral and written English language communication skills.
