REQUIREMENTS In line with Government Gazette 43122 (No 351) of 20 March 2020, and Government Gazette 37245 Notice 21 of 17 January 2014 on Appointment and Conditions of Employment of Senior Managers. Post-graduate degree or qualification in Public Administration, Political Sciences, Social Sciences, Law, or an equivalent field, registered on NQF Level 8 with at least 120 credits. 5 years of relevant senior management experience with proven success in institutional transformation within the public or private sector. Computer literacy (MS Word, Excel, and PowerPoint). Valid Code EB (08) driver's license. Compliance with MFMA minimum competency requirements or eligibility for dispensation. Knowledge of relevant Municipal and Local Government Legislation.
Advanced knowledge and understanding in: Policy and legislation. Institutional governance systems and performance management. Council operations and delegation of powers. Good governance, audit, and risk management. Budget and finance management. Excellent communication and interpersonal skills. Proven management capabilities, including analytical thinking, empowerment, adaptability, leadership, conceptual skills, presentation, conflict management, attention to detail, and negotiation. Competent in the interpretation, implementation, and enforcement of relevant legislation and policies. Ability to work under pressure, think strategically, and apply creative problem-solving. This position is a fixed-term contract, effective from the date of appointment for a maximum of 5 years, not extending beyond one year after the election of the next municipal council (as per Section 57 of the MSA).
DUTIES Lead complex service delivery systems to achieve municipal strategies and goals. Formulate and influence short-, medium-, and long-term service delivery plans aligned with municipal goals. Provide supportive leadership to the council and senior management team. Develop and maintain strategic alliances with various stakeholders. Oversee and guide the financial function with effective financial management policies and practices. Forecast revenue and expenditure to assess impact on the municipality's financial position. Guide the commissioning and operation of financial systems and manage cash flow to maintain sufficient working capital. Oversee budget preparation and implementation, as well as financial and performance reporting for the municipality. Guide risk management and support strategic risk management initiatives for the municipality. Provide strategic direction for project management across the municipality. Contribute to policy and bylaw formulation, and ensure effective implementation and oversight of legislation. Establish and maintain transparent, competitive, and cost-effective supply chain management. Guide the establishment of an internal audit unit and audit committee to ensure optimum assurance from the Auditor General. Advise the Mayor, Speaker, Chief Whip, and Councillors on policy issues.
