Job Purpose
The purpose of this position is for the incumbent to develop short, medium, and long-term integrated facility and space plans for the University. The incumbent is required to co-ordinate, manage, plan, implement and monitor infrastructure projects and programmes within the Infrastructure Development and Facilities Management department.
Job Knowledge, Skills and Experience
A relevant Bachelor's Degree or BTech in Engineering/Building and/or Project Management (NQF Level 7)Professional registration with built environment professional bodies such as Engineering Council of South Africa (ECSA) or South African Council for the Project and Construction Management Professions (SACPCMP).At least five (5) year's relevant experience with at least three (3) years senior project management experienceA Valid Driver's LicenseMust have strong background within the built environment.Proven experience with construction contractsProven experience in the procurement process of projectsKey Performance Areas / Principal AccountabilitiesThe incumbent is to perform duties which include but are not limited to the following:
Align and update Infrastructure Development Business PlanProvides inputs to Infrastructure Development StrategyDevelop Annual budget for the institution Infrastructure ProjectsProvide overall guidance and direction with regard to planning and design facilitiesPrepare and submit reports to internal and external stakeholders when requiredReview actual expenditure in comparison to budgetForecast annual capital & operational expensesDevelop and implement policies and proceduresProperty Development Project manage Infrastructure ProjectsGovernance & Risk Management Achieve company standards on internal and external auditsComply with delegated authorities' frameworkEnsure identification of project Risks & steps taken to mitigateEnsure adherence to institution policies & proceduresStakeholders & Networking Forge & maintain strategic relationshipsRepresent the company in the negotiations with external partiesMaintain relationships with local, national and international Facility Management structuresPeople Management Manage individual & team performanceManage individual & team competenceManage the training and development of staffEnsure the implementation of the institution's employment equity policy in all aspects of the university's workChange Management Implement and maintain change initiatives and programmesAd Hoc Projects FeasibilityDevelopment and management of DHET Infrastructure Projects Pipelines, Accreditation, Processes and Reporting• Excellent Professional/Technical skills
