T18DEPARTMENT:Finance (HS)DIRECTORATE:HUMAN SETTLEMENTS Manager - HS Finance, Projects and ProgramsRequirements:Relevant Degree in FinanceUp to 8 year's relevant experience5 years supervisory experiencePhysically fitComputer Literacy (MS Office)Relevant SAP ExperienceValid code 8 driver's licenceKey Performance Areas:Drive, lead and direct specialised finance support on behalf of the Executive Director: Human Settlements and the Chief Financial Officer in the directorate.Manage the comprehensive financial management functions for all housing development projects in line with the National Housing Code.Manage the compilation of the annual Human Settlements capital and operating budget within the context of the complex budgetary functions and routines for the housing directorate.Control and supervise the operating budgetary development and control processes (e.g. Budget transfers, creation of cost/profit centres, creation of works orders and budget funds as per external approvals, etc.).Provide high-level input into the grant funding revenue streams applicable to the directorate to ensure the maximisation of grant funding income for the directorate's delivery plans.Ensure compliance with the Asset Management policies and procedures.Ensure compliance with the SCM policies and procedures.Manage the funding regimes and programmes associated with the numerous housing subsidy and funding programmes as per the National Housing Code (e.g. UISP, EHP, IRDP, CRU Institutional Housing, etc.).Manage the conducting of financial risk management assessments for housing projects.Coordinate the Directorate's responses to various audit queries from the Auditor-General.Prepare and submit monthly management reports on actual financial performance against budget to various stakeholders (e.g. Progressive Capital Expenditure Report and Financial).
