Purpose of the Position The M&E Officer's role will be to provide national level technical assistance to NDoH Essential Drugs Programme in order to support the Third Line Antiretroviral (TLART) Committee Secretariat. The M&E Officer will conduct programmes monitoring, tracking and updating of M&E data, as well as ensuring the data is of the best quality possible. The M&E officer will implement monitoring systems and design the programme's monitoring tools as well as monitor the programme's activities, outputs and progress towards anticipated results.
Key Accountabilities Technical Assistance: Support the development and implementation of programs for following up patients on TLART.Support the training of healthcare practitioners involved in the treatment and management of patients on TLART.Support the national TLART secretariat in decanting the TLART programme to the provincial levels (i.e., to create provincial TLART committees), and engage with provincial stakeholders as needed to support this.Develop reporting templates for provincial reporting on the progress of the provincial TLART committees to the NDoH.Monitoring and Evaluation: Prepares accurate and timely routine reports for internal and external stakeholders and participate in DATIM capturing process to meet funder requirements.Prepares quarterly reports for NDoH and other stakeholders.Work together with the TLART data capturer to ensure appropriate data quality and dissemination.Data analysis.Monitoring & Reporting of standard and ad-hoc reports.Data Quality Assurance through monthly DATIM data verification and quarterly DATIM DQA.Conduct regular analyses of reporting trends to ensure timely issue/risk escalation to line manager.Conduct DATIM indicator verification activities.Conduct regular DATIM DQA within supported districts.Support the writing up of programmatic success stories and business close out report.Maintain TLART online database and ensure accuracy and data quality.Stakeholder Engagement: Support other departments when required to broaden personal scope and improve inter-departmental collaboration (JPPM, CCMDD).Prepare ad-hoc reports required by the funder, NDoH or the business as required.Calculate workplan coverage levels with summary report.Participate in supported Provincial and district meetings to present analysed workplan, cascade and report findings to guide or improve operational decision-making process.Engagement with provincial department of health stakeholders, NDoH stakeholders, and the healthcare workers involved in supporting the TLART programme (Liaison between NDoH and provincial DoH).Engage with other Partner organisations as required, in the support of the TLART programme.Qualifications Essential qualifications: Bachelor's Degree in public health, epidemiology, monitoring & evaluation, demography, biostatistics, statistics, analytics or a related field.Experience & Skills: At least 2 years' relevant experience in a MER capacity within the health sector, ideally supporting a program at Provincial or National Level.At least 1 year experience in DATIM/Donor system reporting.Experience in the development of reporting templates.Experience in Data Quality Assurance.Demonstrated ability to portray complex data sets in easy-to-understand formats including visualizations (ideally with PowerBI).Evaluation and Statistical analysis experience.
