SummaryIn this position, you will serve as an Instructional Systems Specialist in the Logistics Management Directorate. The ideal candidate will have experience using Articulate 360 to develop e-learning training resources; knowledge administering and managing multiple e-learning course delivery software platforms; and providing the training branch with viable solutions to create new online courses and training opportunities.DutiesWhat will I do in this position if hired?Typical assignments include:Serving as an expert in methods for education/training program improvements.Troubleshooting problems and issues pertinent to the agency's education and training program.Monitoring and establishing guidelines and policy for measuring achievement of instructional objectives for major FEMA logistics training initiatives.RequirementsKey Requirements:You must be a U.S. citizen to apply for this position.You must successfully pass a background investigation.Selective Service registration required.Current federal employees must meet time-in-grade requirements.You must be able to obtain and maintain a Government credit card.You must be able to deploy with little or no advance notice to anywhere in the United States and its territories for an extended period of time.QualificationsCurrent Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.This position has a positive education requirement found at OPM Instructional Systems Specialist Qualification Standard Instructional Systems Series 1750 (opm.gov). In addition to the minimum qualifications' requirement listed below, you must meet the education listed under Basic Requirements. Submission of transcript is required. Unofficial is acceptable at time of application. Official transcript will be required if selected.Basic RequirementsDegree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:Learning theory, psychology of learning, educational psychology.Instructional design practices.Educational evaluation.Instructional product development.Computers in education and training.Minimum RequirementsTo qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:Implementing instructional systems design projects using the Analysis, Design, Development, Implementation and Evaluation (ADDIE) Model; ANDDeveloping materials for synchronous and asynchronous logistics training; ANDServing as a technical expert with instructional software programs such as Articulate 360 to develop eLearning resources.EducationPositive Education Requirement: This position has a positive education requirement, as outlined in the "requirements" section.
